JOB TITLE : Supply Chain Officer TYPE OF CONTRACT : P3 Short-Term Professional HIRING UNIT/DIVISION: On-Demand Services Unit (SCDIOD) / SCD DUTY STATION (City, Country): Geneva, Switzerland DURATION : 9.5 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Besides providing food assistance and addressing global food insecurity, WFP fulfills a variety of operational support roles within the UN system and manages a portfolio of inter-agency supply chain services under Article III of its General Regulations and Rules, supporting UN system entities, national governments, non- governmental organizations, and other humanitarian and development actors. As the technical lead for services provision delivered under the CSP framework, the supply chain officer will support the Inter-Agency Services branch to: maintain and enhance WFP service provision capacity and related information systems/software, guidance/reference materials and training content/certifications, necessary to manage high-quality inter- agency services; assist WFP Country Offices (CO) to implement corporate system solutions as needed and in-line with relevant internal guidance and inter-agency obligations; engage effectively at UN-system level in Geneva with on-going UN80 reforms and new initiatives relevant to Supply Chain. RESPONSIBILITIES Lead the Inter-agency services team in design, development and implementation of improved integrated Relief Item Tracking Application (RITA). Lead in transition of the Service Marketplace to the United Nations Booking Hub, and development of DOTs/Foundry through defining business requirements, operational performance targets, anticipating and identifying risks, and ensuring cost-effective and integrated approaches. Lead in the development and implementation of corporate technical standards and systems for handling inter-agency freight, ensuring operations meet oversight and compliance standards, Support the analysis of relevant business capabilities in WFP Supply Chain, that will enhance WFP’s ability to provide high-quality inter-agency services ( e.g. responding to UN80, the Humanitarian Reset, the Business Innovations Group ). Deploy as needed to support WFP Country offices in managing their inter-agency services including on- demand and mandated logistics services, as well as UN shared/common on-demand services ( Common Back Offices). Support the design, management and monitoring of relevant WFP country level service provision projects. Support the implementation of internal capacity strengthening, training and workforce development initiatives that will enhance the capacity of WFP supply chain personnel to handle inter-agency services Manage accurate and timely reporting on UN reforms and other related inter-agency initiatives, including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders. Maintain an overview on key multilateral initiatives, including those impacting inter-agency supply chain services such as cash transfers, humanitarian access and humanitarian coordination. Cooperate cross-functionally to manage or oversee the preparation and dissemination of timely analytical and critical reports, and other information products related to the UN CEB, the HLCM, IASC. Foster productive partnerships with key stakeholders amongst Geneva-based UN agencies, NGOs, private sector and academia, to share knowledge and resources, and to engage on WFP’s corporate value proposition in supply chain operations and shared/common services. Proactively highlight strategic opportunities and issues to senior management, and present recommendations on the best course of action. Support the Supply Chain Division in the review and approval of country strategic plans, and in the development and maintenance of the Corporate Results Framework (CRF) for supply chain functions. QUALIFICATIONS & EXPERIENCE REQUIRED: Education : Advanced University degree preferably in Business Administration, Supply Chain Management, International Development, International Relations, Political or Social Sciences, or other related field; or First University degree with additional years of related work experience and/or training/courses. Experience: A minimum of 8 years of postgraduate, progressively responsible, professional experience in: supply chain, logistics, or other operations support functions; including experience at strategic level, working with established global partnerships and inter-agency initiatives, and at operations level implementing shared/common services; including a background working directly with the United Nations System, business-process mapping, and systems development ( including engagement w/donors and external stakeholders ). Previous experience with project management in a supply chain context is an asset. Familiarity with inter-agency business operations, coordination mechanisms, and UN system common/shared service frameworks is required. Knowledge & Skills: Strongly motivated by humanitarian work; understanding of the nature of humanitarian operations and the contemporary response environment, as well as emerging trends and their implications for humanitarian and development action; team management and motivation; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; familiarity with the coordination and management of multi- stakeholder initiatives; demonstrated ability to assimilate and analyse complex issues to develop strategies and policies. Knowledge of the UN Reforms proposals put forward by UNSG Guterres beginning in 2017, specifically related to ‘efficiency’ in UN business operations is required. Languages : Fluency in spoken and written English is required. A secondary UN language is desirable.
