Objective of the assignment
The WIPO Academy plays a central role in WIPO's activities, adopting an interdisciplinary approach to IP education that focuses on its connections with trade, innovation, health, applied sciences, information technology and creative industries. The WIPO Academy offers courses targeting a wide range of beneficiaries, including inventors and creators, business managers and IP professionals, policymakers and government officials from IP institutions, diplomats, students and teachers of IP, civil society, and WIPO employees.
WIPO’s Internal Training Section is responsible for the implementation and delivery of training programs to WIPO employees. In collaboration with the Human Resources Management Department (HRMD), WIPO Academy is developing a training framework for WIPO, aligned with WIPO’s Medium Term Strategic Plan, HR Strategy, Program of Work and Budget, strategic workforce planning, and the Organization’s competencies and values. Thus, the Internal Training Section focuses on a strategic approach to learning, emphasizing the need for improved organizational performance and continuous and deliberate digital learning in response to rapidly evolving business needs.
The Training Experience Consultant will support the training program officer and the Head of the Internal Training Section in effectively planning, designing and implementing the portfolio of training offered to WIPO staff. The training is structured around three pillars: mandatory training, technical and substantive knowledge and soft skills development.
These Terms of Reference (ToRs) outline the deliverables expected from the Training Experience Consultant and the skills set required to support the Internal Training Section effectively.
Responsibilities
The Contractor will:
* Develop Training Needs Assessments (TNAs) for training and skills development activities, and design assigned training programs according to specific learning and training requirements.
* Prepare comprehensive briefings for the planning, delivery and evaluation of training courses offered to WIPO employees, with particular focus on the business needs of each group. Work closely with colleagues in the same section, as well as training subject matter experts, to streamline training methodology and enhance engagement in each course.
* Coordinate necessary arrangements for the delivery of various training programs, maintain a pool of training partners, update networks for future cooperation in the training field, and manage the enrollment process for learners. Create and maintain a list of the frequently asked questions (FAQs) from learners, with a view to continuously improving learner experience.
* Conduct the business design for an eLearning platform to manage the interface between existing IT systems and the Learning Management System (LMS). Review and update user guides in line with regular updates of the LMS.
* Research best practices for excellence in training evaluation and assessment. Develop a plan to ensure feedback is effectively incorporated into training design, thereby enhancing the impact of the training.
* Research and develop suggestions for addressing training issues through data-driven decisions. Provide insights to the team and identify data-related trends.
* Deliver learning materials and presentations, including analysis on the business case for investment in training. Develop impactful learning campaigns based on needs identified from various departments within the organization.
* Participate in the Section’s activities in designing future-looking training solutions and propose action plans for new initiatives, considering best practices across WIPO.
Reporting
The Contractor will be under the supervision of the Head of the Internal Training Section, within the overall WIPO Academy.
Profile
* First-level university degree in Economics, Social Sciences, Organizational Development, Human Resources, Public or Business Management, IP, Communications, Bachelor of Arts or a related field.
* At least six years of professional experience in the design and implementation of training projects, including planning, delivery, and evaluation of capacity building or development programs.
* Experience in conducting needs assessments, identifying skills shortages, and addressing these through tailored training programs with subsequent performance monitoring.
* Experience working in data analytics applied to qualitative and quantitative analysis.
* Proven experience working with trainees and trainers.
* Excellent communication and interpersonal skills, with the ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment, with sensitivity and respect for diversity.
* Client-oriented, with the ability to deliver a high-quality client service, improving service execution, delivery and outcomes.
* Excellent knowledge of written and spoken English.
* Certification in Analytics or Project Management.
* Knowledge of other UN official languages.
Duration of contract and payment
May 18 to December 31, 2026, at an estimated activity rate of approximately 80%, up to a maximum of 132 working days.
Applicants are requested to provide an indication of their remuneration expectations as a daily rate in Swiss francs (CHF).
Other information
ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be unpaid.
