The Municipality of Denges, located in the district of Morges, has experienced significant growth over the past twenty years and currently has approximately inhabitants. Well entrenched in its region, the Municipality relies on a close-knit team, composed of a stable and experienced group. With a budget of CHF 9 to 10 million and significant investments, the transition to the MCH2 accounting model marks a key turning point that requires strengthening its financial management. In this context, the Municipality wishes to internalize the communal treasury, which has been outsourced to an accountant for about thirty years. The position is at the heart of this structural evolution and the function, the Municipality of Denges is looking for its future Treasurer at 80%.Your mission: Oversee the transitions of the accounting and financial management of the Municipality, you will take full responsibility for the accounting and financial management of the Commune while sustainably structuring the function. In a context of evolving this position, your mission consists of transforming a historically outsourced function into a true internal financial service, reliable and oriented towards continuous improvement of processes. As a true leader and partner of the Municipality, you will also play an active role in managing the environment, particularly regarding software responsibilities.Responsibilities:- Drive the transition to the MCH2 accounting model, involving a redesign of the chart of accounts and an evolution of the Municipality's understanding of these changes.- Ensure the completeness of the function and manage communal finances (budget, accounting, closing, treasury, investments).- Guarantee the reliability of financial data and compliance with established requirements while implementing financial management tools that secure decision-making.- Assume an active advisory and financial watchdog role for the Municipality.- Coordinate with external partners (Canton, prefecture, banks, trust companies, auditing body).- Manage taxes, track debtors, and handle disputes.- Lead the process improvements, notably via the Citizen software (T2i) and the gradual implementation of electronic document management (GED).- Act as an internal reference for tools related to an external entity.- Collaborate closely with services to ensure the consistency of flows.Profile:- A solid background in finance and accounting (Federal diploma or continuing education in public finance, an extensive professional background in finance and accounting combining fiduciary, public sector, and private sector).- Experience in communal public finance, including significant expertise in the transition to new accounting standards, ideally the ability to balance an overview and sensitivity.- An assertive and nuanced posture allowing for appropriate positioning in a complex environment.- Ability to establish a structured framework and evolve capacities.- Capacity to simplify financial issues.- Understanding of the workings of communal institutions and the regional fabric.- Proficiency with professional tools and software (particularly Citizen).Position:The opportunity to create and structure a central role within a municipality of size, a complete role combining reflection, approach, and responsibility in leading a dual transition of a function and a change in the chart of accounts.
