1. Organizational Context

a. Organizational Setting

The position is located in the Employee Experience Unit of the Talent Management Service, Human Resources Management Department (HRMD). The purpose of the Talent Management Service is to prepare a future-ready and skilled workforce. Through the effective recruitment, deployment, development and retention of WIPO's workforce, the Talent Management Service contributes to the delivery of an agile, innovative workforce whose performance is aligned with WIPO's short and long-term goals and where talent management delivers tangible results that positively affect engagement.

b. Purpose Statement

The Talent Acquisition and Mobility Officer plays a key role in sourcing and attracting the talent needed for WIPO to fulfill its mandate. The incumbent manages day-to-day recruitment operations for both fixed-term and temporary appointments, supervises recruitment team members, and serves as the main point of contact during the process. The Officer also leads initiatives to strengthen internal mobility, coordinating temporary assignments and helping the organization evolve into a skills-based recruitment model.

c. Reporting Lines

The incumbent reports to the Talent Acquisition and Development Manager.

d. Work Relations

The incumbent cooperates closely with HR colleagues of the Talent Management Service and other functions within HRMD, as well as with Senior Leaders, Managers, Employees and external providers.

Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Supervise and coordinate the work of the Board Administrators and oversee end-to-end fixed-term and temporary staff recruitment processes in line with organizational needs.

b. Serve as the HR Representative, Panel member or Board Administrator in selection processes to ensure compliance with WIPO's recruitment policies and procedures.

c. Act as the primary focal point for operational matters related to staff recruitment, addressing inquiries from various stakeholders and reporting on the complex cases for guidance when necessary.

d. Ensure that all various systems (ATS, testing platform, generic email account, background check platform, etc.) operate efficiently and meet the organizational requirements.

e. Identify opportunities to enhance, streamline and automate recruitment processes. Keep abreast of emerging technologies and practices in recruitment across international, public and private sectors. Develop and present proposals to re-engineer WIPO's selection process to improve efficiency, transparency and candidate experience.

f. Contribute to the implementation and development of the internal mobility programs. Serve as focal point for the internal mobility platform (WIPO Connect) providing guidance to hiring managers and supporting staff seeking short-term or developmental assignments.

g. Collaborate with relevant stakeholders, including Talent Business Partners to promote internal mobility and advance WIPO's transition toward a skills-based recruitment model.

h. Collect, validate and analyze recruitment related data in collaboration with the HR Data and Technology Unit and other stakeholders. Ensure data integrity, accuracy and consistency in reporting.

i. Collaborate with the Gender and Diversity Specialist to ensure that diversity and inclusion principles are well integrated across all recruitment and selection activities.

j. Undertake other related tasks as required.

Requirements

Education (Essential)

First-level university degree.

Education (Desirable)

Advanced university degree in human resources management, economics, sciences, social sciences, business administration or related field.

Experience (Essential)

At least six years of relevant professional work experience in human resources, of which at least three years of experience working in talent acquisition and sourcing.

Experience in recruitment data reporting and analysis.

Experience working at the international level.

Experience (Desirable)

Experience serving as recruiter for complex and sensitive selection processes.

Experience in sourcing candidates, particularly using social media (e.g. LinkedIn).

Experience in team management.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of other official United Nations languages.

Job Related Competencies (Essential)

Knowledge of sourcing techniques and social networking methods to attract and engage a diverse pool of talented candidates.

Ability to apply recruitment expertise across different selection processes, including full-time, temporary, and short-term assignments.

Knowledge of at least one of the major Applicant Tracking Systems.

Excellent client orientation and proven track record of applying business acumen to the review and assessment of candidates.

Ability to identify recruitment challenges and implement effective and efficient solutions that align both business objectives and people's needs.

Excellent communication and stakeholder management skills.

Solid supervisory skills with proven ability to align and raise the standards of the team to positively impact the business.

Excellent level of diplomatic sensitivity to navigate various stakeholder perspectives, particularly within the context of WIPO's recruitment environment.

Tech-savvy and competent user of Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, with the ability to work with ATS and mobility systems and quickly adapt to new software.

Strong analytical and problem-solving skills.

Ability to handle sensitive and confidential information with the highest level of professionalism and judgment.

Information

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the December 2025 rate of 91.1%25

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
