/ppReporting to: Account Director /ppDirect Reports: HSSE Manager, Quality Manager, Quality Data Analyst, Reliability Engineer /ph3What this job involves /h3pStrategic position responsible for overall delivery of engineering, compliance, and data‑driven assurance across the FCDO contract portfolio spanning 12 European countries. /ph3What your day‑to‑day will look like /h3h3Engineering Strategy Leadership /h3ulliOverall accountability for engineering and compliance service delivery through in‑house and supply chain teams across the European portfolio /liliDevelop, articulate, and implement engineering strategies for growth, service improvement, and best practice excellence /liliCollaborate with multiple stakeholders across Europe to identify and implement innovation and consistency in processes, standards, and governance /liliManage and develop the account compliance team to provide a technical services Centre of Excellence /liliLead engineering‑related risk management and maintain contribution to the account risk register /li /ulh3Data Analysis Statement of Assurance (Core Responsibility) /h3ulliLead the monthly production of the Statement of Assurance, providing comprehensive analysis of non‑compliances, associated risks, mitigations, and key actions /liliExtract, analyse, and meaningfully interpret engineering data from Corrigo and other systems to identify trends, risks, and opportunities for improvement /liliDevelop sophisticated data visualization and reporting frameworks that translate complex technical data into clear, actionable insights for senior stakeholders /liliCreate predictive analytics models to identify potential compliance issues before they materialise /liliSupport automation initiatives for compliance reporting while maintaining quality assurance and technical validation /liliProvide data‑driven insights to support the Hard Services Re‑Tender exercise and account profitability initiatives /liliMonitor and report on KPIs with timely and accurate submission of all identified reporting requirements /liliSupport the operational teams in providing and checking that suitable mitigation is in place for any assets/tasks that have fallen out of compliance /li /ulh3Asset Maintenance Management /h3ulliManage the Asset Management System (AMS) to support safe, efficient, and effective delivery of asset management objectives /liliDevelop and manage the Strategic Asset Management Plan (SAMP) in conjunction with the Reliability Engineer and JLL Reliability Engineering team /liliBuild and maintain complete asset registers for the full estate, with individual registers for each building following client asset management guidelines, including asset criticality assessments /liliEnsure asset registers remain current with condition assessments to inform the Forward Maintenance Register /liliBuild comprehensive PPM schedules for the full estate, accounting for all client requirements including country derogations, contract requirements, statutory mapping, and reactive response times /liliUtilise JLL CMMS ‘Corrigo’ to manage assets and maintenance workflows /li /ulh3Compliance Legal Framework Management /h3ulliDeliver all services as outlined in the contract, Schedule A, D, H and associated appendices, to agreed standards and in line with achieving all KPIs /liliEnsure the service matrix confirms all properties meet full contract requirements, including fire risk assessments, water management plans, asbestos registers, and specific derogations /liliDetermine which maintenance and engineering works are legally permissible in specific countries and align with FCDO in‑country derogations /liliMaintain knowledge of evolving compliance requirements and communicate implications to operational teams /liliConduct FCDO Minimum Services Audits on a quarterly basis, including sample checks on 5W2P, PMRM Schedules, and Asset Registers /liliManage completion and tracking of HSSE Assessments including Fire, Water, and Asbestos, ensuring completion of associated remedial actions /liliEnsure internal and supply chain adherence to Safe Systems of Work Standards, AP structure, and permit to work processes /li /ulh3Technical Liaison Integration /h3ulliCreate and maintain effective communication channels between central engineering teams, operations functions, and client stakeholders /liliTranslate engineering requirements and specifications into actionable FM delivery requirements for operational teams /liliRespond to day‑to‑day operational queries requiring engineering input and interpretation, including Corrigo queries such as schedule issues, asset requests, and scheduling support /liliSupport ongoing harmonisation and tender processes with technical expertise and operational insight /liliEnsure engineering decisions align with regulatory and contractual obligations across different jurisdictions /li /ulh3Process Development Documentation /h3ulliDevelop and implement resilient processes, procedures, and documents to simplify workflow, ensuring processes are recorded and followed /liliProduce engineering Standard Operating Procedures (SOPs) and supplier inputs /liliManage all engineering and compliance‑related documentation, including site‑held documents (drawings, OM manuals, logbooks) and central records (engineering playbooks and processes) /liliInput to Business Continuity and Disaster Recovery Plans /liliInput to training plans for JLL staff and suppliers in relation to engineering and compliance /li /ulh3Stakeholder Management /h3ulliMaintain professional client‑facing relationships with excellent communication and team‑building skills /liliWork with stakeholders including the client, station staff, property residents, FM teams, SRP teams, and energy and sustainability teams /liliProvide landlord liaison as required /liliLiaise effectively with in‑house teams, external contractors, senior management, and on‑site customers /li /ulh3Skills/Qualifications /h3h3Technical Qualifications Experience /h3ulliQualified mechanical or electrical engineer or equivalent experience /liliProven asset and maintenance management expertise at a senior level /liliComprehensive understanding of ME systems and terminology /liliStrong understanding of lifecycle management principles /liliExtensive experience with Corrigo CAFM system including workflow management, reporting, and data analysis /liliAdvanced proficiency in data extraction, analysis, and visualization tools (e.g., Excel, Power BI, Tableau, or similar platforms) /liliUnderstanding of compliance frameworks and documentation requirements in facilities management /liliExperience with government or public sector contracts (highly preferred) /li /ulh3Strategic Commercial Competencies /h3ulliStrategic thinker able to develop and implement engineering strategies for growth and service improvement /liliSkilled in commercial aspects of engineering contracts /liliProven project methodology approach for planning, organising, and execution /liliStrong analytical and problem‑solving capabilities with a drive for excellence /li Engineer or Authorised Person accreditation /liliExperience with automation of compliance reporting systems /liliKnowledge of predictive maintenance and reliability engineering principles /liliFamiliarity with ISO 55000 Asset Management standards /li /ulh3Success Measures /h3ulliTimely and accurate monthly production of the Statement of Assurance with meaningful data insights /liliAchievement of all engineering and compliance KPIs as outlined in the contract /liliSuccessful completion of quarterly FCDO Minimum Services Audits with minimal non‑compliances /liliEffective support of Hard Services Re‑Tender exercise and account profitability initiatives /liliConsistent reduction in response times for engineering‑related operational queries /liliMaintenance of compliance standards and documentation requirements across all 12 countries /liliPositive stakeholder feedback on technical leadership, communication, and support effectiveness /liliSuccessful implementation of
