To learn more, follow this link.MissionsWe are looking for a project manager (ICT Project Leader) to strengthen the Finance and Taxation (AF) sector, in the Domains and Solutions section. The main mission will consist of managing various large-scale projects in the field of taxation, in collaboration with the business line and external partners.- Analyze, frame, and structure project requests, evaluate their feasibility, risks, and added value, and define the project strategy as well as key milestones.- Define, implement, and steer the project quality assurance system, ensuring compliance with standards, methods, and set objectives.- Establish, document, and have project plans and all deliverables validated in accordance with the HERMES methodology.- Lead and coordinate IT resources and external partners assigned to projects, and steer the actions necessary for their completion in compliance with project objectives.- Steer or actively contribute to public tender processes and procedures as well as processes related to contracts, orders, and invoicing.- Manage and coordinate stakeholders, support change management and implementation, and ensure proactive, structured, and decision-oriented communication to management and governance bodies.- Guarantee the quality, formal acceptance, and deployment of project applications and deliverables, ensure reporting to the relevant bodies in accordance with current directives.- Ensure global steering of costs, deadlines, risks, and quality of projects and propose necessary corrective measures and arbitrations (project monitoring and control).Desired profile- Hold a completed higher education degree in the field (HES, university, EPF, ES) or equivalent experience.- Justify more than 7 years of specialized professional experience in project management, particularly related to business systems, including the management of at least one major large-scale project.- Possess solid knowledge of the HERMES methodology.- Be able to contribute effectively to public procurement procedures, in compliance with current legal and procedural requirements.- Demonstrate an excellent sense of communication, a strong service/client orientation, as well as a proven ability to evolve in complex environments.- Present an autonomous personality, endowed with excellent analytical and synthesis skills, great adaptability, and good resistance to stress.- Manifest a marked interest in the missions and values of the cantonal public service.- Master the French language perfectly, both orally and in writing, with excellent writing skills, and have good knowledge of English.Appreciated- Have obtained one or more HERMES certifications.- Possess knowledge of the Scrum methodology, an advantage.- Benefit from experience in a cantonal administration.- Justify experience in the field of taxation.- Possess knowledge of the second official language of the Canton of Fribourg. jid1c61a51aen jit0520aen jpiy26aen
