Overview
The Secretariat of the WTO is seeking to fill the position of Communications Officer at the Executive Secretariat (ES) for the Enhanced Integrated Framework (EIF). The new programme cycle of the EIF running from 2025-2031 is currently underway. This is a one year contract, renewable subject to funding availability and satisfactory performance. Established in 2009, the EIF is a partnership bringing together the resources and expertise of 44 least developed countries (LDCs) and 2 recently graduated countries, 28 EIF Funding Partners and 8 EIF Partner Agencies. The partnership provides demand-driven, targeted support to the LDCs and recently graduated countries with the vision of inclusive trade and investment for resilient, sustainable and transformative development.
About the Role
General Functions Reporting to the Head of Partnerships and Outreach and working closely with the staff of the ES, the incumbent will have the following responsibilities:
Responsibilities
Strategy-related responsibilities:
* Contribute to the development of the EIF's new communications and outreach strategy to advance the EIF's profile and strengthen its reputation as a trusted and strong delivery partner; and support the mobilization of resources for the third iteration of the EIF.
* Assist in the collection and communication of qualitative and quantitative data needed for tracking progress and reporting on impact-based key performance indicators to internal and external audiences.
* Monitor and analyse the performance of the EIF website, social media channels and digital outreach activities; and provide data-driven recommendations to improve engagement and impact.
* Provide guidance and input to the LDCs for developing and implementing country-level communications strategies.
Communications-related responsibilities:
* Working closely with the ES staff, including the Country Coordination team, the Monitoring Evaluation and Learning (MEL) team and communications consultants to develop materials for outreach, ranging from preparing tailored material for existing and potential funding partners, including innovative financing partners, and news stories for the EIF's Trade for Development News, to press releases, media advisories, targeted emails and others.
* Re-invigorate the EIF's Communications Community of Practice with ministries of trade and commerce in the LDCs, as well as other implementing partners, by facilitating capacity development, dialogue and information-sharing.
* Build and nurture long-term relationships with global media and manage media relations, engagement and monitoring and tracking.
* Contribute to the EIF leading or participating in major global events.
* Assist in the coordination with EIF Partners on communications, especially on joint activities of the EIF partnership.
* Lead or support the production of multimedia content, such as short videos, animations, podcasts, photo stories or other digital products, including direct creation or supervision of production by a digital communications intern or external consultants.
Website- and social media content-related responsibilities:
* Manage the EIF website and be a thought leader on its optimal structuring, visual layout and format.
* Manage social media channels and/or support colleagues to generate social media content, including text, photos, videos and audio for use across the EIF's website and social media channels.
Other responsibilities:
* Working closely with the EIF's Country Coordination team and the MEL team, manage a streamlined process so that communications can curate and promote programmatic and country-level results.
* Assist the EIF governing bodies, such as the EIF Executive Board, by providing communications support.
* Perform any other tasks that may be assigned as part of the work of the ES.
Qualifications
* Education: Undergraduate degree in journalism, communications, public affairs or international relations; and Master's degree in a similar or related discipline.
Required Skills
Technical Knowledge and Skills:
* Be well versed in the use of relevant communications tools and software, including social media platforms, website content-management systems (such as Drupal or equivalent) and digital analytics tools (such as Google Analytics and other reporting dashboards).
* Proficiency with audio/ visual production tools, such as visual design software (e.g., Canva, Adobe Photoshop and Illustrator) and video-editing tools (e.g., CapCut, Adobe Premiere Pro, Final Cut Pro or equivalent).
* Strong oral communications skills with a clear sense of how to communicate to diverse audiences.
* Strong drafting skills in English and French; experience preparing written materials in both languages.
* Understanding of trade and investment for development issues at the nexus of global development.
* Skills in, or willingness to learn and apply, artificial intelligence to optimize the work would be an asset.

Work Experience:
At least three years of progressive work experience in communications, preferably at the international level, with experience with a range of communications tools and techniques. Experience working in the LDCs, particularly across the EIF's main geographies, on trade or development, is desirable.
Languages:
Fluency in English and French is required.
