HOME AFFAIRS PROGRAMME OF EUROPEAN UNION IN KOSOVO PROJECT (HAPE) – TERMS OF REFERENCE

TITLE: Action 2.1.3.2: Support MIA (Department of Public Safety) in drafting the new strategy for Community Safety, 2024-2029 and its Action Plan, 2024-2029

Home Affairs Programme of European Union in Kosovo, or HAPE, is an EU-funded technical assistance project conceived to support and assist key Kosovo law-enforcement agencies and ministries, particularly the Kosovo Ministry of Internal Affairs (MIA), Kosovo Police (KP), and the Kosovo Special Prosecution of the Republic of Kosovo (SPRK), in achieving their objectives and aligning performance with EU standards.

The Grant Contract No. IPA/ 2022/441510, for the implementation of HAPE, was awarded by the European Union Office in Kosovo (EUOK) to the Ministry of Interior (MoI) of the Republic of Italy as the lead partner. MoI of the Republic of France and Belgian Federal Police are the other two implementing partners. The project started on 1 March 2023 and is expected to last 40 months.

The specific objective number 1 of HAPE is to strengthen capacities and improve performance of MIA and its dependent institutions to align with the EU Acquis (Chapter 24). The specific objective number 2 is to strengthen the investigative and operational capacities of the KP, SPRK and Kosovo Academy of Public Safety (KAPS) in the fight against Serious Organized Crime (SOC), corruption, terrorism, cyber-security, forensic, border management, migration, seizure and confiscation of criminal assets, and to increase public safety and security.

One of the aims of the HAPE project, under outcome 2 / output 2.1.3 / action 2.1.3.2, is to monitor the status of the implementation of joint strategic documents in the fight against organized crime, corruption, terrorism, and Public Safety, with main emphasis on Community Policing and Community Safety.

Kosovo Strategy on Community Safety, 2018-2023 expired in 2023 and Kosovo MIA has set up a working group to draft the new strategy on Community Safety, 2024-2029 and its Action Plan, 2024-2029. There are no monitoring or assessment reports drafted on the implementation of the previous strategy. Therefore, information on achievements, shortcomings and gaps of the previous strategy is lacking.

For this reason, HAPE will recruit and deploy an international short-term expert (STE) to support the working group in drafting the new strategy by assessing the former national strategy, identifying achievements, gaps, and shortcomings, providing findings and recommendations for the WG, reviewing different drafts of the new strategy including the final draft, identifying gaps, and proposing inputs for the WG.

The specific objective of the assignment is to support MIA (Department of Public Safety) in drafting the new strategy on Community Safety, 2024-2029 and its Action Plan, 2024-2029.

* Review and analyse the previous strategy on Community Safety and its documentation;
* Identify any shortcomings and gaps in the previous strategy on Community Safety;
* Provide findings and recommendations for contributions of the stakeholders for the drafting of the new strategy;
* Identify relevant EU Acquis / Best Practices, if any, that could be included in the new strategy;
* Collect feedback on the draft in a systematic manner to improve the final version of the strategy;
* Draw lessons and make relevant proposals for improving the drafting of the strategy and the work plan follow-up;
* Review and analyse various drafts of the strategy all along the process of drafting the Community Safety strategy;
* Provide relevant contributions and feedback to the working group for completion of the strategy;
* Any other service necessary for the completion of the tasks above.
* REQUIRED OUTPUTS AND DELIVERABLES


Outputs and deliverables

* Assessment report on the previous Community Safety Strategy and its analytical report, including relevant recommendations, conclusions and findings drafted and submitted;
* Final Draft Strategy on Community Safety and its Action Plan drafted and submitted;

Methodology

The expert is expected to carry out the assignment in close cooperation and consultation with the MIA secretariat of Strategies and other relevant stakeholders. In performing the above-mentioned services, the expert may employ some or all of the methods below:

* Desk collection, review and analysis of the old strategy, work plan, best practices and necessary literature;
* Meetings, discussions and consultations, including online ones, with relevant actors responsible for drafting the Strategy in MIA or other stakeholders;
* Interviews, questions and on-site visits;


Experts profile

* EXPERTS PROFILE (to be used for publication of the position)
* Qualifications and skills
* 8 years of extensive work experience in the area;
* Demonstrated international experience and strong working knowledge on the area of Community Safety in one European Union country;
* Ability to assimilate and analyse complex information and derive programme relevant findings;
* Ability to integrate knowledge into strategic, policy and operational frameworks;
* Good problem-solving skills with the ability to design and implement innovative solutions;
* Fluency in both written and spoken English.
* Preferred Qualifications
* Relevant university education;
* Professional experience in preparing and reviewing strategies and work plans in the field of Community Safety;
* Professional Experience in international cooperation.
* General professional experience
* Strong professional background and highly skilled in drafting and report writing;
* Specific professional experience
* Minimum 8 years’ experience and background in the relevant field.
* Working language(s)

English and French

The duration of the assignment is a total of 30 working days, of which 15 are home-based and 15 in Kosovo.

Home-based days may include online meetings, discussions and consultations with the relevant beneficiary, desk reviews, etc.

Final Mission Report

Due to the needs of HAPE Project and beneficiaries, the above listed days may be modified or redistributed internally upon approval of the HAPE Team Leader, although the total number of days for the assignment will not be reduced.

REPORTING

A detailed work-plan of the inputs, outputs, activities, and reports shall be submitted for approval to the HAPE Team Leader within the 1st day of commencement of the contract.

A Final Mission Report (max 2/3 pgs.), stressing recommendations, shall be submitted at the latest two weeks after the end of the overall mission.
