The ITA is an international organisation constituted as an independent not‑for‑profit foundation based in Lausanne, Switzerland. Its mission is to protect the integrity of sport and the health of athletes by delivering high‑quality anti‑doping programs to International Sports Federations (IFs), Major Event Organisers (MEOs) and Anti‑Doping Organisations (ADOs) that seek increased transparency and independence. The ITA operates in full compliance with the World Anti‑Doping Code.

We are now looking for a full‑time (40 hours / week) position.

Reporting to the ITA Head of Intelligence & Investigations (I&I), and based in Lausanne, Switzerland, the ITA I&I Manager will contribute to the delivery of a robust intelligence‑driven anti‑doping program including the collection, analysis, dissemination, and actioning of any intelligence or information suggesting violations of the ITA Partners’ anti‑doping regulations in an independent, impartial, and confidential manner.

The I&I Manager is responsible for the day‑to‑day running of the team of I&I Officers and Analysts to ensure a proper delivery of service by their team. They also act as intelligence officer for dedicated accounts.

The ITA I&I Manager works closely with the Head of I&I as well as all members of the ITA I&I Department and other ITA Departments and collaborates regularly with other I&I stakeholders. They continually enhance a global network of confidential information sources to implement effective intelligence‑led processes and investigative methods aimed at achieving results through high performance anti‑doping activities.


Responsibilities

* Managing, supervising, and supporting the daily activity of the allocated team in the delivery of the ITA services to ITA partners.
* Managing the administrative duties for the dedicated team members including performance management, time attendance and related administrative functions.
* Liaising with the Head of I&I and/or any other member of the ITA management team (if required) on their allocated team activity.
* Conducting, where required, and/or supervising intelligence‑led procedures as well as evidence‑based, fact‑finding investigative procedures to detect, prevent, disrupt, and deter doping activities with a view of building cases to prosecute anti‑doping rule violations (ADRVs) under ITA Partners’ respective jurisdiction.
* Overseeing and monitoring of daily case management system (CMS) activities to ensure efficient and effective workflow and allocation to team members, based on available resources and workload management.
* Gathering, processing, evaluating, and analysing information from all available sources and translate it into actionable intelligence products in support of target‑testing, analysis strategies, investigations, result management, and prosecution processes.
* Proactively identifying, recruiting, and managing confidential sources of information pertaining to anti‑doping matters handled by ITA on behalf of its Partners.
* First‑line oversight and review of administrative of budget allocations, case hour allocations (Clockify) and tracking of budgetary expenses per ITA Partner allocations.
* Working collaboratively with analysts and investigators to convert intelligence into evidence to support investigative cases towards the prosecution of ADRVs under ITA Partners’ respective jurisdiction.
* Leading, coordinating, and conducting intelligence and/or investigative interviews of athletes, athlete support personnel or any other relevant persons including confidential sources of information who are or may be involved in ADRVs.
* Managing the ITA’s Confidential Reporting platform ‘REVEAL’, including triage assessment and dissemination of information, and interview of proactive reporters, where appropriate.
* Collaborating regularly with trusted external partners, including but not limited to, the World Anti‑Doping Agency (WADA), RADOs & NADOs and international or local law enforcement and intelligence agencies towards sharing intelligence and information for joint operational purposes in support of the Head of I&I.
* Developing and implementing multi‑departmental anti‑doping initiatives, such as the departmental strategic projects, to combat emerging trends in doping activities and to advance the departmental capabilities.
* Coordinating regularly with counterparts in other ITA Departments (Testing, Science & Medical, Legal Affairs, etc.) to deliver intelligence‑led approaches and evidence‑based investigative activities across ITA’s anti‑doping programs.
* Assessing and coordinating the external passage of sensitive information, upon approval.
* Contributing to operational and strategic decision‑making processes based on investigative outcomes and detected modus operandi of anti‑doping activities.


Skills and experience required

* Higher Education degree (or equivalent) in any relevant I&I field (such as but not limited to intelligence studies, criminal sciences or law, analysis, criminology, etc.).
* Minimum of 6 years of extensive experience leading intelligence operations / investigations or sports integrity activities, preferably on an international level.
* Extensive experience recruiting and managing confidential human sources of information on a global scale.
* Demonstrated expertise in intelligence‑based interviewing and preparation with the ability to synthesize and present timely, accurate, and relevant intelligence products.
* Access to a wide networks of intelligence operators, security, law enforcement and/or prosecution authorities, or forensic experts.
* Knowledge of the international sport environment, in general, with in‑depth knowledge of any ITA partner or other Olympic sports, as well as anti‑doping activities.
* Knowledge of the anti‑doping movement, its regulatory framework and stakeholders.
* Demonstrated management and/or leadership abilities with an empathetic and coaching attitude.
* A dedication to protecting the integrity of sport and its athletes.
* Rigorous critical thinking skills and well‑developed operational/tactical mindset along with an ability to identify, develop, and action new points of information gathering.
* Strong interpersonal and communication skills.
* Strong organisational skills.
* Ability to manage multiple case files simultaneously in a structured, methodological, and organised manner.
* Ability to handle highly confidential information and understanding of data privacy and regulatory requirement, possess impeccable standards of integrity, confidentiality and ethics.
* Ability to work under pressure and meeting tight and often competing deadlines.
* Team player with a “can do” attitude and is service oriented.


Languages and other clearances

* Excellent English communication skills, both written and oral, as well as knowledge of other languages.
* High level of personal integrity and ability to satisfy stringent background checking.
