REQUEST FOR PROPOSAL

The objective of this RFP is to commission a consulting firm to conduct an external mid-term evaluation of Geneva Call’s Strategic Plan 2024–2027 and provide recommendations to strengthen implementation during the remaining period. The evaluation is expected to be conducted primarily remotely with possible field visits subject to security conditions and to be agreed with Geneva Call.

1. RFP Objective

Objective: conduct an external mid-term evaluation of Geneva Call’s Strategic Plan 2024–2027 and provide actionable recommendations to strengthen implementation for the remainder of the period.


2. RFP Calendar

The timeline for the RFP process is below. Geneva Call reserves the right to adjust the timeline as needed.

* RFP Issue Date: 12 March 2026
* Deadline for Receipt of Proposals: 10 April 2026
* Vendor Selection Anticipated Date: 16–24 April 2026

Start date of operational services: Late April – early July 2026


3. Proposal Submission

Divide the offer into two separate proposals: financial proposal and technical proposal, to the address below no later than 10 April 2026.

4. Bid Validity

Proposals are binding for a period of 90 days from the published response date. See RFP attached for more details.


5. RFP Terms & Conditions

1. The RFP is not an offer.
2. All responses must be received by the indicated date/time.
3. Prices must be valid for the entire period provided by the respondent.
4. Awards subject to Geneva Call contractual terms and donor funding availability.
5. Right to accept/reject any proposal or cancel the solicitation process with no liability to bidders.
6. Right to accept all or part of a proposal when an award is made.
7. All information provided is offered in good faith; items may change and bidders will be notified. Geneva Call is not liable for any use of submitted information.
8. Right to require bidders to enter into a non-disclosure agreement.
9. Bidder bears all costs; responses and supporting documentation become Geneva Call property and may be treated as confidential if marked as such.

Annex I

REQUEST FOR PROPOSAL

1. Scope and requirements

Location: Remote with possible field visits subject to security conditions and to be agreed with Geneva Call.

Type: Consultancy contract

Duration: Maximum 45 working days for the evaluation.

Estimated start date: Late April 2026

Estimated date for final report submission: No later than 15 July 2026

Introduction: Geneva Call’s mission is to improve the protection of civilians in armed conflict by promoting respect among armed groups and de facto authorities for international humanitarian norms and principles. Geneva Call engages with authorities to raise awareness and encourage compliance by signing Deeds of Commitment and implementing tools to ensure humanitarian norms are met.

Geneva Call’s four-year strategy for 2024–2027 aims to keep the organisation nimble and responsive, with four strategic objectives: (1) champion application of international humanitarian law; (2) protect civilians, especially women, children and marginalised groups; (3) promote universal humanitarian norms; (4) respond to operational imperatives with a balanced, strategic approach and secured resources.


Overall Objective of the Mid-Term Evaluation

Assess progress to date and identify adjustments for the remaining implementation period within the Sida framework, evaluating relevance, coherence, effectiveness, efficiency, impact, and sustainability, and focusing on forward-looking recommendations.


2. Scope of Work and Evaluation Criteria

Key evaluation criteria and questions (indicative and may be refined):

* Effectiveness: Progress toward objectives and adaptability to changing contexts.
* Relevance: Alignment of priorities with protection needs of affected populations.
* Efficiency: Resource allocation and internal processes; timeliness and cost-effectiveness.
* Impact: Changes in practices or policies among AGDAs; scale of populations benefiting.
* Coherence: Alignment with global protection approaches and country-level operations.
* Sustainability: Long-term protection outcomes and local capacity building.
* Cross-Cutting: Required strategic adjustments for remaining period.

Specific Tasks of the Evaluation Team:

* Prepare inception report with methodology, evaluation matrix, and data collection approach.
* Conduct desk review and triangulated data collection at global and country levels; field visits if agreed.
* Assess the Strategic Plan against OECD DAC criteria and provide actionable recommendations.
* Submit draft and final reports; present findings for validation.


Methodology

The evaluation will be conducted primarily remotely with mixed methods; field visits may be undertaken if security allows. The inception report will specify tools, sampling strategy, and field visit plans.


Deliverables and Timelines

Maximum 45 working days between late April 2026 and 15 July 2026. Key deliverables:

* Inception Report (within 7 working days of contract signature).
* Preliminary Findings Presentation (virtual or in person).
* Draft Evaluation Report (OECD DAC criteria-based).
* Validation meeting on key findings.
* 2–3 in-depth case studies.
* Final Evaluation Report (no later than 15 July 2026).
* All deliverables in English, electronic format.


Tentative Work Plan

Key activities and timelines include proposal receipt by 10 April 2026; vendor selection around 16–24 April 2026; RFP advertised 13 March–10 April 2026; evaluation period late April–early July 2026; final report by 15 July 2026.


General Conditions

* Access to reports, staff, partners, donors and other materials for the evaluation will be facilitated by Geneva Call.
* Access to Geneva Call staff and stakeholders will be facilitated as appropriate.
* Logistical arrangements for field visits will be made when security permits.
* Evaluator(s) will adhere to Geneva Call policies and confidentiality requirements.


7. Proposal Guidelines

Proposals must be submitted by 10 April 2026 and divided into two documents: Technical Proposal and Financial Proposal.

Technical Proposal

Describe proposed approach, methodology, work plan, timeline; include qualifications and CVs of team members and roles; outline field visit approach if applicable.

Provide an example of previous similar work and 2–3 references.

Financial Proposal

Provide:

* Cost breakdown and field visit costs.
* Financial stability information and key financial ratios.
* Payment schedule aligned with milestones.
* Budget justification and management resumes of key personnel.
* Proof of company registration.


8. Eligibility Criteria

* At least 10 years of relevant experience in leading complex evaluations in humanitarian or conflict contexts.
* Proven track record in OECD DAC-based evaluations.
* Advanced degree in evaluation, social sciences or related field.
* Strong mixed-methods evaluation expertise and contribution analysis experience.
* Knowledge of protection issues in armed conflict settings.
* Fluent English; French/Spanish/Arabic preferred.
* Available to work remotely; travel may be required subject to security.


9. Evaluation and Selection Process

Contract awarded to the most technically sound proposal at the lowest price meeting the scope.


10. Terms and Conditions

Payments on satisfactory delivery; net 30 days.


11. Confidentiality and Audit

Evaluations remain confidential and become Geneva Call property. Confidentiality agreement may be required. Geneva Call may conduct third-party performance and financial audits; contractors must retain financial documents per local law.


12. The Contract

Term of Agreement: duration aligns with the evaluation period unless terminated per agreement.

Termination: 90 days written notice by Geneva Call.
