Chief Financial Officer/Dir. of Operations

Job Description

Position Title: Chief Financial Officer/Dir. of Operations

Location: District Administration

Reports To: Superintendent of Schools

The Chief Financial Officer / Director of Operations serves as a key executive leader responsible for all financial and non-instructional operational functions of Penn Hills School District. The position ensures strong financial stewardship, efficient district-wide operations, regulatory compliance, and alignment of resources with the district’s educational mission. This role oversees Finance, Facilities, Transportation, Food Service, Maintenance, Custodial Operations, and other support service areas.


Lead Financial Management

* Lead development of the annual operating and capital budgets, long-range financial planning, and multi-year forecasting.
* Oversee all accounting and finance operations including payroll, accounts payable/receivable, general ledger, cash management, grants, purchasing, benefits, and financial reporting.
* Ensure compliance with all local, state, and federal financial regulations, PDE requirements, audit standards, and board policies.
* Prepare and present clear financial reports, analyses, projections, and recommendations to the Superintendent and School Board.
* Oversee annual independent audits, internal controls, and financial safeguards for all district assets and funds.
* Monitor revenues, expenditures, investments, debt service, federal programs, and all grant-funded operations.
* Advise the Superintendent and Board on fiscal implications of policy decisions, staffing plans, and operational initiatives.


Food Service (Supervisory Responsibility)

* Provide direct supervision and leadership to the Food Service Department.
* Ensure compliance with USDA, PDE, and National School Lunch Program requirements.
* Oversee financial performance, menu planning, procurement, staffing, and operational efficiency.
* Implement strategies to improve meal participation, nutrition quality, and cost-effectiveness.


Transportation (Supervisory Responsibility)

* Provide direct oversight of the Transportation Department, whether in-house or contracted.
* Oversee routing, scheduling, fleet safety, driver supervision, vendor performance, and compliance with state transportation laws.
* Implement systems to ensure safe, reliable student transportation and efficient resource utilization.


Facilities, Maintenance & Custodial Services (Supervisory Responsibility)

* Provide leadership and supervision of Facilities, Maintenance, Grounds, and Custodial Services.
* Oversee building operations, preventive maintenance schedules, work orders, environmental compliance, energy management, and facility-use procedures.
* Lead planning and execution of capital improvement projects, renovations, upgrades, equipment replacement, and long-range facilities planning.


General Operations Oversight

* Supervise and evaluate all operational department heads and managers.
* Ensure consistent compliance with safety standards, regulations, and district policies across all operational functions.
* Lead development and implementation of operational policies and procedures to support efficient, safe, and high-quality services.
* Oversee contract negotiation and management for vendors, contractors, transportation providers, maintenance agreements, and supply contracts.
* Coordinate emergency operations responsibilities, facilities readiness, safety protocols, and cross‑departmental response efforts.


Strategic & Organizational Leadership

* Serve as a member of the Superintendent’s Cabinet, contributing to district-wide planning, policy development, and problem solving.
* Lead multi‑year financial and operational strategic planning, including budget forecasting and long‑range capital planning.
* Identify cost‑saving opportunities, operational efficiencies, and improvements in service quality.
* Provide data‑driven recommendations that support academic success through efficient resource allocation.


Communication & Stakeholder Engagement

* Present financial and operational updates to the School Board, public, staff, and community stakeholders.
* Serve as liaison to external agencies, auditors, municipalities, vendors, and regulatory bodies.
* Communicate regularly with building‑level administrators regarding financial and operational matters.
* Promote transparency, accountability, and responsible stewardship of public resources.


Qualifications & Skills

* Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field required; Master’s degree preferred.
* Minimum 3‑5 years of progressive leadership experience in finance, operations, or business management; experience in public education or public‑sector finance strongly preferred.
* Strong knowledge of governmental accounting (GAAP), PDE financial reporting, audit practices, and public school financial regulations.
* Demonstrated success managing multiple departments in a complex organization.
* Strong analytical, budgeting, forecasting, and financial modeling skills.
* Excellent communication, leadership, and interpersonal skills.
* Ability to prioritize, problem‑solve, and manage multiple large‑scale projects simultaneously.
* Commitment to public education, equity, operational excellence, and ethical financial stewardship.


Work Schedule & Conditions

* Twelve‑month administrative position.
* Attendance at evening School Board meetings and community events as required.
* Occasional evening/weekend responsibilities for emergencies or operational needs.
* Regular travel among district buildings and facilities.
