2 NATIONAL EXPERTS Rule of Law: Bosnia and Herzegovina - Support to the Cantonal Action Plans for the Implementation of the National Strategy on Combating THB and Migrant Smuggling
The overall objective of EU4FAST is to strengthen the rule of law in the Western Balkans.
The specific objective is to improve conditions for preventing and combating migrant smuggling and trafficking in human beings in the Western Balkans. The action has the following outputs:
* Output 1: Strengthen the ability of Western Balkan law enforcement and judicial authorities to combat migrant smuggling and trafficking in human beings.
* Output 2: Increase the capacity of Western Balkan law enforcement actors to cooperate with EU Member States, JHA agencies, and non-EU law enforcement in activities related to migrant smuggling and trafficking, including active participation in EMPACT.
* Output 3: Improve the ability of Western Balkan authorities and frontline workers to identify, protect, and refer (potential) victims of trafficking in human beings to appropriate services.
* Output 4: Strengthen the capacity of Western Balkan border authorities to prevent and counter migrant smuggling and trafficking in line with EU standards and human rights.
The activities aim to identify and bridge legislative gaps related to THB and migrant smuggling, harmonize legal frameworks with EU standards, and facilitate regional cooperation. Support is provided to implement recommendations and technical assistance.
CIVIPOL seeks two national experts to support four BIH cantons (Una Sana, Bosnia Podrinje, Hercegovina Neretva, Western Hercegovina) in drafting action plans.
Objectives of the activity
Intermediate result:
* Create a proposal for a cantonal-level Action Plan for four cantons based on the Strategy for the Suppression of Human Trafficking in Bosnia and Herzegovina 2024-2027 and the FBiH Action Plan.
Final result:
* Harmonized referral mechanisms aligned with strategic objectives on human trafficking in BiH.
The Position
Two experts will be recruited to develop and assess the cantonal Action Plans based on the national strategy, including reviewing existing plans, drafting new ones, and supporting their adoption.
Expected outputs include assessment reports, draft action plans, and finalized plans ready for government approval.
Requirements include a master's degree in criminology or related fields, at least 10 years of experience in strategic document creation and analysis, and expertise in drafting strategies against human trafficking.
Knowledge of the National Strategy on Combatting Human Trafficking in BiH and the cantonal system is essential.
