Purpose of the Position:
The purpose of this post is to manage financial operations and accounting, in strict collaboration with administrative Host Organisation (WHO).
Objectives of the Programme:
UNICC provides the digital foundations that support the digital transformation and future of the UN system and other international organizations through information and communications technology (ICT) services, including both operational services and training.
Main duties and responsibilities:
The incumbent will work under the direct supervision and guidance of the Chief, Management and Strategy Division (MS). Duties include:
Strategic Leadership & Team Management
· Provide strategic leadership to the finance and accounting function, overseeing end-to-end financial operations in full compliance with Host Organisation regulations
· Lead, mentor, and develop Unit personnel, including work planning, prioritization, coaching, and training to foster a high-performance culture
· Collaborate and liaise, as needed, with the Chief of Business Control to ensure alignment between financial operations, budgetary frameworks, expenditure analysis, and reporting
Budgeting, Expenditure Oversight & Collaboration
· Drive preparation of the UNICC biennium budget, ensuring timely and accurate planning, realignments, and reporting for informed decision-making
· Monitor expenditures against the biennium budget, ensuring financial discipline and proactive risk management
· Collaborate and liaise, as needed, with the Chief of Budget Control to ensure alignment between financial operations, budgetary frameworks, expenditure analysis, and reporting
Financial Reporting, Controls & Audit Coordination
· Lead the preparation of annual and biennium Financial Reports for the Host Organization, External Auditors, and UNICC Partners
· Provide data-driven management information and senior-level reports to Senior Management and the Management Committee
· Design and implement ISAE3402 Local Control Activities to reinforce internal controls and compliance
· Serve as the focal point for financial and compliance audits, coordinating preparation, responses, and follow-up actions. Liquidity, Revenue Assurance & Treasury Management
· Direct liquidity planning and cash flow management, including oversight of payments, receipts, and transaction timing
· Strengthen revenue assurance by reporting on overdue receivables, analysing aging trends, and coordinating with Partners and Users to ensure timely collection
· Coordinate with the Host Organization on Imprest Accounts across duty stations, oversee reconciliations, and manage banking relationships
Systems, Processes, Policies & Automation
· Champion harmonisation of finance and accounting policies across UNICC offices and monitor adherence
· Promote innovation and process optimization, supporting automation initiatives and contributing to implementation
· Serve as business owner of the financial ERP (Dynamics), ensuring system integrity, process alignment, continuous improvement, training, upgrades, and coordination with IT teams
Capital Assets, Procurement & Client Reporting
· Partner with technical teams on the financial lifecycle of capital assets, including recording, management, disposal, and reporting
· Review the financial aspects of procurement actions to ensure compliance with financial policies and regulations. · Review and validate monthly Statements of Accounts and other client-related financial reports for accuracy and timeliness
· Other: Provide other ad hoc support either within the team or in other teams as required
