Reports to: Senior Business Analyst, PPBS

Expected duration of assignment: 6 months (total of 280 hours or work estimated)


1. Organizational Setting

This role is located in the Program Performance and Budget Service (PPBS) within the Planning, Budget and Risk Management Division in the Administration, Finance and Management Sector.

The PPBS Section is responsible for facilitating the planning and budgeting, implementation and monitoring, and assessment of the performance of WIPO's programs in accordance with WIPO's Results-Based Management (RBM) framework and the Financial Regulations and Rules.

The PPBS Section also serves as a Secretariat to the priority Cross-Organization Future Growth Taskforce (FGT), whose mission is to increase filings and uptake of WIPO’s IP Services by strengthening how potential users are identified, targeted, engaged, and converted. The Taskforce promotes a coordinated, data-driven approach to user engagement, acquisition and retention drawing on marketing and business development principles adapted to WIPO’s context.


2. Objective

The Future Growth Taskforce (FGT) is a cross-organizational initiative aimed at supporting WIPO’s medium- and long-term growth by improving how services identify, attract, engage, and convert potential users into active clients of WIPO’s IP services. This includes strengthening outreach strategies, improving user journeys, and enabling more systematic and data-informed approaches to growth. The Taskforce Secretariat works across business units to develop shared approaches, enhance coordination, and support evidence-based decision-making on growth-related initiatives.

The ‘Junior Business Consultant (Growth & Engagement)’ will support the FGT Secretariat in structuring, advancing, and monitoring implementation and success of cross-service initiatives. The role combines analytical work, programme support, and stakeholder facilitation, with a strong emphasis on translating discussions into clear approaches and actionable next steps.

The consultant will support both ongoing initiatives and the definition/scoping of new topics. Priorities may evolve over the course of the assignment.


3. Scope of Work


A. Support the definition and implementation of the “user engagement workflow”

Working with relevant business units, the consultant will help translate analytical findings and strategic discussions into a practical definition and workflow for direct user engagement. This initiative aims to structure how internal stakeholders reach, engage, and convert target users.

The work will include:

* Synthesizing stakeholder inputs into clear problem statements and options for action
* Supporting the definition of briefing packs including a combination of market intelligence, internal insights and data analysis (including options for automation)
* Supporting cross-unit follow-up and communication
* Supporting alignment on a shared framework, methodology, and process
* Designing scalable and repeatable approaches rather than one-off solutions

The consultant is expected to organize ambiguous inputs into structured outputs and decision-ready materials.


B. Scope and structure new initiatives

The consultant will be expected to help initiate new workstreams by clarifying objectives, scope, and possible approaches.

The new initiatives will include, inter alia:

* Defining business-driven partner engagement strategies in priority markets to expand reach and user acquisition
* Measurement and attribution of growth and outreach initiatives (e.g. linking activities to increased usage or filings)

The emphasis is on structuring strategic thinking and framing actionable approaches, rather than owning technical implementation.


C. FGT governance, coordination, and performance tracking

The consultant will support the Taskforce as a coordination and decision-making body.

This will include:

* Documenting key decisions, action items, and accountable owners, and supporting follow-up on agreed actions
* Updating the FGT action plan and progress-tracking processes to improve visibility of implementation progress.
* Recommending enhancements to the FGT Performance reporting dashboard (management level reporting) to better track growth, user engagement, and conversion metrics
* Developing a coordinated reporting approach to capture progress, outcomes, and impact across Taskforce initiatives, including contributions from related initiatives outside the direct scope of the FGT

The objective is to enable accountability, continuity, and informed management decisions.

The consultant will contribute to the following deliverables:

* User engagement workflow
* Analytical summaries and synthesized findings
* Documented contribution to the definition of the briefing packs
* Process and/or workflow diagrams with RACI framework clarified
* Documented support to the scoping for two new initiatives proposed to the FGT, including:
* Clearly defined business objectives and desired outcomes.
* Evaluation of potential approaches and/or models.
* Identified key stakeholders, possible dependencies, risks and success factors.
* Recommendation of a prioritized path forward and next-step action plan
* Proposal to the FGT of:
* Updated FGT action plan and progress-tracking framework
* Recommendations for a framework of integrated taskforce reporting


5. Profile and Required Skills

Desired background

* 1–4 years of relevant professional experience (sales and marketing, preferably B2B)
* Experience in management consulting, strategy, policy analysis, business transformation, or similar analytical environments is an asset
* Experience in international or multi-stakeholder environments is desirable


6. Payment

Payment will be made on a monthly basis, on receipt of an invoice, and subject to satisfactory completion of services and deliverables.


7. Additional information

ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The contractor has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension.
