This European-funded action is in line with the goals set under objective 5 of the EU’s Joint Action Plan on Counter-Terrorism for the Western Balkans, focused on strengthening citizen and critical infrastructure and entities’ protection in the region. /ppCIVIPOL, the operator of the French Ministry of Interior, will manage the project and is looking for a Coordinator to head the programme’s project management unit for 36 months, starting in March 2026. /ph3PROFILE /h3pAn experienced project coordination professional, with proven expertise in managing complex EU-funded programmes, strong knowledge of international cooperation mechanisms and governance structures, sound knowledge of CIVIPOL and of the functioning of an implementing operator, and demonstrated experience in consortium management, institutional coordination, and relations with the European Commission. /ph3MISSIONS: /h3pThe Project Coordinator ensures the smooth implementation of the programme by providing strategic coordination, operational oversight, and risk management. S/he plays a central role in internal programme synchronization, consortium management, and relations with the European Commission. The Coordinator supports governance processes, contributes to decision-making bodies, and ensures that the approved workplan is effectively implemented while maintaining high standards of quality, accountability, and compliance. /ph3TASKS: /h3h3Programme Coordination and Strategic Alignment /h3ulliLiaise closely with the Project / Component Directors and organize coordination meetings as needed to ensure coherence and alignment across the programme /liliContribute to the implementation of the approved workplan and ensurealignment with contractual objectives /li /ulh3Team Management and Internal Oversight /h3ulliFunctionally manage and oversee the Project Management Unit (PMU) staff, ensuring efficiency, coordination, and quality of outputs. /liliAct as a liaison with the programme’s governance structure, including the Steering Committee, Advisory /liliPrepare, contribute to, and attend Steering Committee and Advisory Committee meetings. /liliRepresent CIVIPOL within the programme’s governance framework when required. /li /ulh3Relations with the European Commission /h3ulliServe as the main point of contact with the European Commission for all contractual, administrative, and financial matters related to the programme. /liliEnsure full compliance with the programme’s contractual obligations vis-à-vis the European Commission. /li /ulh3Consortium Management /h3ulliManage the consortium by drafting contracts with consortium members. /liliOrganize and coordinate monthly consortium meetings. /liliOrganize the annual consortium meeting held in conjunction with the Steering Committee. /liliOversee programme budget allocation and expenditure in coordination with CIVIPOL Headquarters. /liliSupervise all aspects related to contracts and contractual amendments. /liliEnsure compliance with operational rules and procedures applicable to the programme. /liliProvide a structured framework for activity reporting (monthly, quarterly, and annual). /liliConsolidate inputs from the Project Directors into unified technical and financial reports. /liliSubmit consolidated reports to the European Commission in line with contractual requirements. /li /ulh3Technical Support and Expertise Management /h3ulliContribute to the drafting of Terms of Reference for activities and experts. /liliSupport the selection process of short-term experts. /li /ulh3QUALIFICATIONS AND SKILLS REQUIRED: /h3ulliStrong knowledge of EU-funded programmes, including contractual, administrative, and financial requirements. /liliDemonstrated ability to manage teams and coordinate diverse partners within a consortium framework. /liliAbility to liaise effectively with governance bodies, senior management, and external stakeholders. /liliHigh level of autonomy, reliability, and attention to detail, with the capacity to ensure compliance with contractual obligations. /li /ulh3LOCATION: /h3pThe post will be based in Zagreb (Croatia).
