The Judiciary Director of Human Resources 100% [class 27] The Judiciary is the third separate power of the executive and legislative branches; it fulfills its mission independently, has its own structure and is an autonomous employer. It brings together all judicial authorities in the canton and includes 170 holders, 850 staff and scientific members, as well as around 600 mission. Directly or to the Secretary General, you lead the Human Resources management, equipped with eleven positions and composed of three sectors (HR management, HR-finances, and You define its objectives and ensure their implementation. You optimize its functioning through the optimal use of resources, the development of internal versatility, and accompanying change. You establish and maintain the necessary dashboards for managing the responsibilities under your purview and create useful reports for the executive committee. You oversee the deployment and update of the internal X system in your area of expertise and ensure the monitoring of risks and the action plans aimed at addressing them. You propose areas for the development of HR within the Judiciary and policies in this domain, particularly in recruitment, talent detection, internal mobility, development of managerial skills, initial and continuous training, workplace well-being, and personality protection. You lead or supervise their implementation, conduct high-impact institutional projects contributing to objectives set by the Judiciary in resource matters. You represent the Judiciary in your field of expertise, especially with working groups and external stakeholders. Internally, you collaborate closely with deputy secretaries general and also with the directors of courts and support departments, the legal affairs service, and the judicial health unit. You assist them in managing the most complex issues and in recruiting senior management under their responsibility. You also support, upon request, the chairs and permanent presidents of the executive committee; you contribute decisively to the functioning of the institution, the definition of cross-cutting policies and objectives, their implementation, four-year financial plans, budget projects, credit projects, or investment plans, as well as supervising risk management. You hold a university master's degree, supplemented by postgraduate training in human resources, and you have several years of professional experience in a management or responsible position within the field of human resources, or in a management or cross-functional role, in which you have exercised the required skills. You have confirmed experience in project management. Dynamic, rigorous, flexible, and proactive, you are a source of proposals. With a strong capacity for analysis and synthesis, you can set priorities and demonstrate effectiveness. Additionally, you have a good ability to perceive the stakes and risks that could engage the institution and excellent communication skills. Your assertiveness and perseverance, combined with a keen sense of respect and professionalism, foster a motivating work environment characterized by mutual trust and professionalism. Having good interpersonal skills, you know how to develop a network and energize teams with which you collaborate. Your social skills enable you to unite and inspire others, and you have the required sensitivity for public service and are ready to fully commit to a high-level management role.
