DUTIES AND RESPONSIBILITIES

The EWS-F project will help advance end-to-end multi-hazard early warning systems and capacities to enable countries to take early action and reduce the impact of hydrological hazards, in particular floods. To ensure effective implementation and alignment with national priorities, the EWS-F project seeks to engage a National Coordination Support Consultant for Mauritius to provide hands‑on support to the National Meteorological and Hydrological Service (NMHS) and contribute to the Project Steering Committees (PSC) organized in the SWIO region.

The consultant will work under the supervision of the EWS‑F Project Manager/Officer and in close collaboration with the Mauritius NMHS focal points, PSC and WMO technical teams. Key responsibilities include:

* Support the evaluation and improvement of hydrometeorological systems:
o Finalize and validate the NCAT (National Capacity Assessment Tool) results for Mauritius in coordination with national stakeholders and WMO technical teams.
o Track progress on observation network upgrades, data systems, and flood forecasting tools deployed under the project.
o Provide feedback on system functionality, data quality and user satisfaction.
o Contribute to gap analysis and propose corrective actions where needed.
o Ensure good synergies with the development of hydrological systems planned by other partners such as CREWS‑SWIO, ClimSA, SOFF, IOC HYDROMET, etc.
o Facilitate regular communication between the Mauritius NMHS, DRM agencies, sectoral ministries (e.g., agriculture, water resources, energy), and community stakeholders.
o Support the work of the regional PSC and help ensure national ownership of project deliverables.
o Strengthen institutional coordination frameworks, including SOPs for information exchange.
* Institutional workshops & capacity building:
o Organize and coordinate national workshops, training sessions, and technical consultations based on the training development plan.
o Document capacity‑building activities, participants, and outcomes.
o Identify additional training needs and propose follow‑up actions.
* Project coordination & reporting:
o Support WMO representation in Mauritius.
o Maintain national‑level implementation trackers aligned with the EWS‑F workplan and indicators.
o Contribute to project progress reports (technical, financial inputs).
o Provide case studies, lessons learned and success stories for visibility and communication.
* Support knowledge management & sustainability:
o Help integrate EWS‑F outcomes into national policies, plans and institutional frameworks in Mauritius.
o Support preparation of maintenance and sustainability plans for procured equipment and systems.
o Promote dissemination of impact‑based products, risk maps and community awareness materials.
* Reporting deliverables:
o Inception report – work plan, methodology, and stakeholder engagement plan.
o Monthly progress updates – tracking achievements against project indicators, highlighting challenges, risks, and mitigation measures.
o Workshop and training reports – including agendas, participant lists and evaluation summaries.
o Contribution to biannual progress reports – inputs on national implementation status, coordination outcomes and lessons learned.
o Final report – summary of activities, outcomes, challenges and recommendations for sustainability and future projects.

QUALIFICATIONS

Education

Advanced degree in hydrology, meteorology, environmental sciences, disaster risk management, or related fields.

Experience

* Minimum 10 years of experience working with NMHSs, DRM agencies or related government institutions.
* Minimum 5 years of proven experience in project coordination, stakeholder engagement and organization of capacity‑building activities.
* Familiarity with hydrometeorological observation systems, flood forecasting tools and impact‑based forecasting approaches.
* Experience with donor‑funded projects and results‑based reporting is desirable.

Other requirements

* Strong organizational, facilitation and communication skills; ability to work independently; proficiency in report writing.
* Excellent problem‑solving and communication skills.
* Knowledge of the Southwest Indian Ocean (SWIO) region's meteorological context is desirable.
* Display of cultural, religion, race, nationality and age sensitivity and adaptability.
* Experience in collaborative work across countries in the SWIO region.
* Strong verbal and written communication abilities and analytical skills.

Languages

Excellent knowledge of French and English (both oral and written) is required.
