Background

IUCN’s work is supported by around 1,100 staff members in more than 50 offices and hundreds of partners in public, NGO and private sectors around the world.


Unit Background

IUCN Multilateral Finance Unit (MFU) is a global unit within Corporate Services that leads on IUCN strategic engagement with the Global Environment Facility, Green Climate Fund, and other multilateral funds, and includes the Environmental and Social Management System. MFU main functions are to engage strategically with the Funds, to advise and guide IUCN regional and thematic experts on the pipeline development, to oversee the portfolio, and to monitor and report to the Funds. A core aspect of the work is to ensure compliance with the GEF and GCF technical and policy requirements.

IUCN is a Partner Agency to the GEF since 2014 and an Accredited Entity to the GCF since 2016.

Under the overall strategic and operational guidance of the Director Multilateral Finance Unit, and working closely with Portfolio Managers and Senior Finance Officers, the Programme Officer – Monitoring and Reporting (GEF and GCF) contributes to the effective implementation and oversight of GEF and GCF-funded projects by supporting monitoring and evaluation, communications, and knowledge management, and by providing substantive inputs to programme planning, coordination, and reporting.


Job Description

Under the supervision of the Director Multilateral Finance Unit, and working closely with the Portfolio Managers and Senior Finance Officer, the Programme Officer will undertake the following responsibilities:

1. Main areas:
o Monitoring & Evaluation (M&E)
o Communications & Visibility
o Knowledge Management
o Program Management and Coordination
o Program Development and Portfolio Support
2. 1. Monitoring & Evaluation (M&E)
o Support pipeline and portfolio monitoring and prepare dashboards for the GEF and GCF, and relevant presentations.
o Compile portfolio performance data and progress against indicators, identifying implementation gaps, risks, and corrective actions.
o Draft and consolidate high-quality internal and donor reports, including coordination and inputs to GEF Project Implementation Reports (PIRs) and GCF Annual Performance Reports (APRs).
o Provide review and technical inputs to indicator development, baselines, and targets in line with results-based management principles.
o Assist and support mid-term reviews, terminal evaluations, and other independent assessments.
o Ensure completeness check, data quality assurance, consistency, and proper maintenance of M&E systems and databases.
3. 2. Communications & Visibility
o Support development and implementation of project communication and visibility plans aligned with GEF and GCF requirements in collaboration with IUCN Global Communication Unit.
o Assist with the preparation of communication materials, including briefs, success stories, web content, and social media outputs.
o Ensure compliance with donor branding and visibility guidelines.
o Support with internal and external communication teams to enhance the visibility and strategic positioning of project results.
o Support the organization of outreach events, workshops, and high-level engagements.
4. 3. Knowledge Management
o Support design and operationalise knowledge management approaches across the project portfolio.
o Assist with the development of knowledge products, including case studies, lessons learned, and policy briefs.
o Facilitate knowledge sharing across projects, partners, and stakeholders.
o Maintain and improve knowledge repositories and document management systems.
o Contribute to global knowledge platforms and communities of practice.
5. 4. Program Management and Coordination
o Provide substantive support to program planning, implementation, and monitoring.
o Review and contribute to annual work plans, budgets, and procurement plans.
o Support financial tracking and reporting.
o Identify implementation bottlenecks and propose solutions in coordination with portfolio managers and project teams.
o Liaise directly with executing partners, consultants, and stakeholders to ensure timely delivery of activities.
o Draft meeting minutes, technical reports, and correspondence.
o Provide coordination support to the Director Multilateral Finance Unit.
6. 5. Program Development and Portfolio Support
o Provide technical support on completeness check of proposal packages ready for internal review and submission to donors.
o Contribute to the preparation of new project concepts and proposals for GEF and GCF, including logframes, theory of change, and budgets.
o Support resource mobilization efforts and pipeline development, especially for new regions and thematics.
o Contribute to portfolio-level analysis, synthesis of results, and strategic reporting.


Requirements

* Education: Advanced university degree (Master’s degree or equivalent) in environmental studies, international development, project management, communications, or a related field.
* Experience & skills:
o Minimum of 5 years of relevant professional experience in project management, monitoring and evaluation (M&E), or related areas.
o Experience working with GEF, GCF, or similar donor-funded projects is required.
o Proven experience in results-based management, including data analysis and reporting.
o Experience in communications and/or knowledge management.
o Experience coordinating with multiple stakeholders and partners.
o Proficiency in monitoring and evaluation (M&E) methodologies and tools.
o Excellent proficiency in written and spoken English. One other IUCN language (French, Spanish) is highly preferable.
o Strong analytical and problem-solving skills.
o Excellent drafting and communication skills.
o Strong organizational and coordination skills.
o Ability to work independently and as part of a team.
o Proficiency in MS Office; knowledge of data visualization or analytical tools is an asset.
o Knowledge of and work with IUCN and partners is an asset.
o Demonstrated professionalism, results orientation, and strong planning and organising skills.
