Responsibilities
* Financial Closure and Reporting: Manage month-end and year-end financial closure processes, ensuring appropriate coordination with administrative and technical departments. Manage the underlying accounting records of WMO, ensuring they are accurate and complete; ensure all transactions are processed timely and in accordance with IPSAS and WMO regulations.
* Accounting and Internal Controls: Manage asset-related accounting and disclosure processes; ensure accurate accounting, reporting and internal controls, with records maintained per Financial Regulations, Rules and policies; produce major/complex financial reports for management; prepare consolidated financial statements for audit and respond to internal/external audit observations.
* Policies, Procedures and Innovation: Analyze accounts, prepare regular financial reports including dashboards; reconcile key accounts; design and provide reporting tools for finance in the new ERP system, including automation of financial statements; drive improvements in accounting processes and internal controls; apply emerging technologies to enhance reporting efficiency.
* Accounts Payable Management: Manage procure-to-pay elements; act as Approving Officer for accounts payable transactions to ensure expenditures comply with regulations.
* Accounting Policies and Technical Accounting: Participate in IPSAS-related forums representing WMO; prepare IPSAS implementing guidance and policies.
* Management: Lead a team of 3–5 staff, supervise and guide accounts payable, financial closure and ERP utilization; manage a complete financial operation across diverse funding sources; provide training and policy guidance; perform other duties as required.
Qualifications
* Education: Master’s degree (or equivalent) in business administration, accounting, finance, or related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Qualified in accounting (e.g., ACCA, CA, CPA) required.
* Experience: Minimum seven (7) years of progressively responsible experience in accounting, finance and general administration, including at least five years in an international organization. Strong understanding of IPSAS or IFRS with experience in preparing full IPSAS-compliant financial statements. Knowledge of ERP systems (finance and grants/awards modules); experience implementing and/or improving ERP (preferably Oracle-based).
* Other requirements: Excellent knowledge of Microsoft Office and accounting systems. Strong sense of responsibility, initiative, accuracy and judgment; strong analytical skills; ability to draft documents and reports; ability to work in a multicultural environment. Certification on Innovation and AI in Finance is an additional advantage.

Languages
Excellent knowledge of English (oral and written). Working knowledge of French desirable; knowledge of other official languages is an advantage.

The position is funded from regular budget. New appointments on fixed-term contract of one year or more are subject to an initial one-year probation period.
SALARY AND ALLOWANCES
Annual net base salary on initial appointment: US$ 84,672
Annual post adjustment on initial salary: US$ 75,104 (in addition to the net base salary)
