Project Governance, Planning, and Delivery
* Oversee the planning, execution, and successful completion of the 11-month project (February–December 2026), managing all phases from recruitment and requirements definition to delivery of key milestones.
* Apply appropriate project management methodologies (Agile/Waterfall) in line with TIC guidelines and in coordination with the supporting PMO.
* Ensure alignment with MSF environmental objectives, operational efficiency standards, and accountability frameworks throughout the project lifecycle.
* Manage the incubator project budget, ensuring financial transparency, cost-effectiveness, value for money and compliance to reporting requirements for TIC and PMO.
* Identify, assess, and mitigate project risks, including challenges related to heterogeneous sensor data, limited energy expertise, and field staff availability.
* Support the sponsor in the governance of the project by preparing steering committee documents, logging key actions, decisions, and mitigations.
Team Leadership and Stakeholder Coordination
* Recruit, onboard, and lead a high-performing, multidisciplinary project team, ensuring clear roles, responsibilities, and effective collaboration.
* Provide ongoing training, performance feedback, and evaluation to support team effectiveness and delivery.
* Collaborate closely with key stakeholders, including the sponsoring OC (OCG), support OC (OCB), and other MSF operational centers (OCP, OCBA, WaCA, Ubuntu).
* Coordinate with teams managing related initiatives (e.g. TrackMyFleet and carbon footprint measurement) to ensure synergy, data interoperability, and strategic alignment.
Technical Design and System Implementation
* Lead the design and rollout of energy sensor installation guidelines and protocols, ensuring consistency across missions.
* Oversee the upgrade of the OCB Telemetry platform to support multiple sensor brands, manual data entry, and integration with solar energy systems.
* Coordinate the development of a centralized energy data warehouse, consolidating metrics such as fuel consumption, solar production, and grid electricity usage.
* Supervise the development of Power BI dashboards to visualize energy performance indicators and enable actionable, data‑driven decision‑making.
* Oversee the development of user‑friendly interfaces enabling field staff to register sensors and manually input data where automation is not feasible.
Piloting, Adoption, and Scaling
* Manage pilot implementations in two missions, including deployment of smart energy meters and validation of system effectiveness.
* Actively support user onboarding, training, and self‑service analytics adoption, ensuring tools are accessible and usable by non‑technical staff.
* Promote energy reduction measures through sensitization materials, webinars, and training sessions.
* Ensure the scalability and accessibility of the Smart Energy Monitoring system across all operational centers beyond project completion.
* Manage the incubator's project budget ensuring financial transparency and cost-effectiveness.
* Conduct cost mapping to identify cost‑effective software, manufacturers, and IT license management strategies.
Your profile
Education
* Advanced degree in Project Management, ideally with orientation in IT infrastructure and/or Information Systems or Advanced degree in IT/Information systems or related field with longstanding experience in Project Management
* plus Project Management certification (PMP, Prince2, Hermes) or recognized Project Management curriculum
Experience
* Min 3 years of work experience as a project or product manager in IT area Experience in managing multidisciplinary teams and implementing field IT infrastructure is a strong asset
* Experience in an international environment and dealing with different humanitarian actors
* Experience at MSF is required
Languages
* Fluency in English and/or French is required.
* Strong organizational, planning, and execution skills.

Terms of employment
* Part‑time position 60% (24h/week)
* Gross monthly salary (for 60%): from CHF 5'533.- to CHF 6'311.- (salary commensurate with equivalent experience and internal salary grid)
* Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
* Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member.
* Relocation package if moving from a different country to Switzerland.
