This is an opportunity to shape how a high‑impact global digital inclusion program operates at its core — not just managing delivery, but architecting the systems, governance and strategic narrative that make scaled execution possible. You will work at the intersection of strategy and operations, turning complex priorities into coherent frameworks that drive real accountability and clarity across a matrix organization.


Role Purpose

Sitting within UNICEF Digital Inclusion and working closely with program leadership, the role serves as the operational backbone of the organization. It owns three interlocking responsibilities: developing an internal strategic narrative, designing and stewarding a governance model for accountability, and owning the delivery platform (ClickUp) as the system of record for project execution and performance visibility.


Key Responsibilities

* Internal Strategic Narrative Development
o Support leadership in translating evolving priorities into a clear, actionable, reusable strategic narrative.
o Lead strategic discussions, iterate drafts, validate with team leads, and consolidate core messages into reusable building blocks.
* Operational Governance Stewardship
o Design and formalise decision‑making frameworks, roles, and escalation paths.
o Identify and close gaps where governance is assumed but undocumented.
o Embed governance into delivery workflows, tools, and reporting structures, ensuring consistent understanding and application.
* Delivery Platform Ownership (ClickUp)
o Act as functional owner and system architect for ClickUp, including workspace structure, workflows, and permissions.
o Design and maintain delivery workflows, automations, and data structures aligned with the Digital Inclusion operating model.
o Define and implement integration and automation patterns, including API usage, to streamline processes and reduce manual overhead.
o Ensure platform supports end‑to‑end visibility of projects, dependencies, and performance metrics.
o Develop and deliver targeted user training and guidance, and continuously evolve the platform based on user feedback.
* Matrix Enablement & Delivery Effectiveness Framework
o Clarify minimum expectations for project initiation, roles, decision‑making, and tracking.
o Define expected artefacts, tools, and practices, ensuring alignment with ClickUp.
o Promote consistency across teams while allowing contextual adaptation.
o Improve delivery reliability, transparency, and coordination without adding unnecessary overhead.
o Develop and deliver associated training and enablement materials.
* Operational Effectiveness
o Facilitate collaboration with ITU and internal stakeholders to finalise priority SOPs.
o Ensure SOPs are clear, actionable, and aligned with actual delivery practices.
* Monitoring and Progress Controls
o Lead structured, delivery‑focused consultation processes to drive SOP alignment and completion.

Education Requirements

* An advanced university degree (Master’s or equivalent) in technology, engineering, finance, economics, or a relevant field.
* A first university degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an advanced degree.
* Project Management certification (e.g., Prince2, Agile, PMI) is required.
* Relevant qualification in the application of AI technologies and processes is desired.


Experience Requirements

* Minimum seven years of relevant professional experience in a similar role.
* Demonstrated experience delivering capacity‑building interventions across management information and project management systems.
* Demonstrated experience establishing scalable program delivery processes and leading organisational change.
* Experience with project‑management system expertise: data modelling, workflow design, API development, automations, user administration, and training.
* Experience coaching managers and building delivery capability within matrixed, cross‑functional teams.
* Desired: project‑management experience across diverse technical and non‑technical domains; management of international, multi‑cultural teams; experience in external supplier relationship management; familiarity with the joint ITU/UNICEF Giga initiative; excellent management, interpersonal, planning, and coordination skills.


Language Requirements

* English – Fluent – Required.
