Due to a departure, the Municipality of Saint-Imier is advertising the position of
HR Manager at 80% (Permanent Contract)
Main tasks:
- Responsibility for the organisation and smooth operation of the human resources area (operational management)
- Responsibility for all HR processes
- Ensure the recruitment process for all positions, in collaboration with department heads
- Administrative management and monitoring of the entire employee lifecycle, in collaboration with department heads
- Advice and support to employees, department heads and department managers on all HR matters
- Reporting of accidents and illnesses, management of daily allowances (DA) and management of loss of earnings compensation (LEC)
- Management of employees’ working time: configuration, compliance control of clock-ins and absences, corrections, closures
- Production of monthly reports as required (working time management, HR indicators, etc.)
- Management of HR projects and development of the employer brand
- Monitoring procedures related to human resources
- Development of a training policy
- Administrative responsibility for apprentices
- Drafting of internal information letters
Profile sought:
- Higher education (University of Applied Sciences, university, federal diploma) or equivalent qualification
- Holder of the federal HR specialist certificate
- Proven professional experience in human resources
- Experience in public administration is an advantage
- Knowledge of ProConcept is a plus
- Strong interpersonal skills, ease in relationships
- Writing, accounting and administrative skills specific to the role
- Excellent command of the French language
- Analytical ability, sense of responsibility
- Discretion and rigour in the exercise of duties
