OSP Permit/Utility Coordinator

Tillman Fiber is seeking an experienced Utility Coordinator to be the subject matter expert on all permitting of a large fiber deployment in the Florida market. Experience in right-of-way and encroachment permits for telecommunication build preferred. Candidate must have local permitting experience and an understanding of the permitting application process for multiple Jurisdictions to include utility companies, City, FDOT, Municipal and County.

Requirements And Responsibilities

* In conjunction with Engineering contractor coordinate and acquire permits and agreements in all aspects of a Tillman fiber build deployment project.
* Oversee the movement of permits from design by the vendor to the jurisdiction.
* Oversee relations between our vendor and the jurisdictions as well as manage the quality and direction requested by the jurisdiction and intervene when necessary to ensure that permit requirements are being fulfilled.
* Ensures all records of KPI (Key Performance Indicators) on our speed and quantity of said permits for example, permits submitted vs rejected and approved/ how fast these things are happening.
* Ensure all permit payments are timely and invoiced appropriately and Audit and Maintain SFU/MDU OSP permits and ROW payment records in Sitetracker.
* Work with our vendor partners in getting utility accounts set up with power companies
* Review Design plans and Prepare utility and permit conflict analysis.
* Review Utility and permit Work Plans and recommend for approval.
* As necessary, interfaces with jurisdictional staff to ensure compliance with applicable laws, codes, and ordinances, and leverage regulatory status to support deployment objectives.
* Assist with Negotiations regarding access agreements for public right-of-way and private property use as necessary.
* Collaborates and coordinates with internal functional groups to resolve permit issues and achieve project milestones, ensuring on-time and on-budget network delivery.
* Tracks permit project progress and maintain accurate data entry.
* Acts as a point of contact for internal and external customers regarding specific permitting deliverables.
* Coordinates network permitting functions, including reviewing project reports, identifying issues, and ensuring adherence to cycle times and project forecasting accuracy.
* Ensures all permits are submitted in a timely manner to ensure fiber build projects are not delayed.
* Ensure all permits As-builts are uploaded to SiteTracker after completion of each build.
* Other duties as maybe assigned.

Requirements

What we are looking for:

* High school diploma or GED required and 1-3 years of permitting experience in either the engineering, construction, architecture, or telecommunications industries; or equivalent combination of education and experience.
* Experience with and understanding of wireline technologies specifically OSP fiber builds (buried/aerial, UG)
* Expertise in joint pole use management, utility pole permitting processes, make ready, and pole attachment for fiber optic cable attachments and field construction.
* Able to identify all types of construction methods within ROW, identify assumed public ROW, and visually identify existing utilities, as well as having basic knowledge of make-ready construction.
* Familiarity with coordinating ROW issues and managing OSP for aerial Fiber Optic networks.
* Knowledge of National Electrical Safety Code (NESC), Rural Utilities Service codes (RUS), and building code requirements.
* Proficient in coordinating fiber builds involving power companies, CLEC’s, ILEC’s, Telco’s, and third-party attackers, and pole construction, as well as joint use engineering utility/telecom processes and JPA documents.
* Ability to manage permitting processes, including highway, railroad, city, county, state, and municipal requirements for telecommunications construction.
* Local knowledge of traffic control permitting requirements.
* Firm grasp on scheduling methodology and permitting timelines, understanding of the project life cycle as defined by the Project Manager, and ability to apply project management concepts and methodologies.
* Knowledge and experience with telecommunications engineering standards, with FTTH and MDU builds.
* Capable of identifying issues in the design that would have a potential impact on network buildout and able to collect necessary data from the field for determining a design including all necessary OSP features.
* Working knowledge of NESC safety requirements, FTTP architecture, cable design and terminal placement, interpreting cable or substructure designs, and telecommunications construction techniques.
* Expertise in Microsoft Office programs and Adobe Acrobat. Working knowledge of Excel, Google Earth/Maps.
* Highly organized, self-starter, and detail-oriented with excellent time management and strong attention to detail.
* Possess strong professional written, verbal, and interpersonal communication skills, including the ability to negotiate, build consensus, and provide solutions to problems.
* Ability to take direction with ease, including changes to schedule and workflow priorities, and work independently or as a team member.
* SalesForce/SiteTracker experience required
* Critical thinking skills to make assessments and provide solutions to problems.
