IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland that manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris with presence in thirty countries. The two organizations share a complementary partnership, allowing IMPACT to benefit from ACTED’s operational support in its fields of intervention.

Country Profile
Uganda currently hosts close to 2 million refugees and asylum seekers, the largest number in the region. Most have fled civil unrest and conflicts in South Sudan, the Democratic Republic of the Congo, Sudan, Somalia, Eritrea, and Ethiopia. Refugee flows into Uganda are likely to continue due to ongoing conflicts, violent wars, political unrest and human rights violations. The majority of refugees are hosted in settlements in 12 refugee‑hosting districts in northern and mid/south‑western Uganda, with 8 % residing in urban Kampala.
Response coordination is led by UNHCR and the Office of the Prime Minister (OPM). The Ugandan government, with support from humanitarian partners, has maintained a welcoming policy for asylum seekers and prima facie refugees. Once registered as refugees, individuals receive a plot of land in one of the settlements and general food assistance from WFP. Urban self‑settlement in Kampala and secondary cities is also common. In recent years (2025) Uganda’s refugee response has faced decreasing humanitarian funds, necessitating prioritization of assistance. Within the humanitarian‑development nexus, transition/integration agendas and strategies are key, aiming to gradually share or transfer service provision with the government in terms of WASH, education and health.
Position Profile
IMPACT Uganda is recruiting a Senior Assessment Officer open to international candidates. Selected candidates will determine whether staff are brought on board as Assessment Officer or Senior Assessment Officer. Under the line management of the IMPACT Country Coordinator or their delegates in Uganda, the Senior Assessment Officer will implement IMPACT research cycles in Uganda, covering preparation, data collection, analysis, drafting, dissemination and evaluation. Throughout research cycles, the officer will engage partners to promote participation and maximize impact, ensuring efficient and transparent use of resources. Direct or functional supervision of assessment or data team members may be required.
The research for this position focuses on a Service Capability Assessment of WASH and education services in three settlements in the Southwest. Activities include mapping of service points, capability assessment of randomized service points, quantitative data collection on service‑seeking behavior of refugee and host communities, and qualitative data collection with local government and community leaders on transition of services. The officer will lead engagement with external stakeholders to validate findings and create actionable recommendations for Nexus actors.
This role requires analytical thinking, creativity, independence, and an interest in the Ugandan context. Strong writing and presentation skills are essential, as the officer will regularly analyze data, pull out relevant findings, write engaging briefs and factsheets, present findings to audiences with varying data literacy, and guide colleagues in analytical thinking.
The Senior Assessment Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility of ACTED’s Country Director for all administrative, security, logistics and finance matters. Nationally recruited staff will also be directly contracted by ACTED.
Responsibilities
Research Cycle Management
Understand key research cycles and how this research contributes to strategic response objectives.
Manage relevant research cycle, including oversight of research design, data collection or analysis.
Contextual Understanding
Keep up to date with the shifting Ugandan context.
Research and Technical Skills
Oversee development and implementation of analytical workstreams, using existing REACH data in thematic briefs, reports and presentations.
Lead research cycle including design, tool development and data collection.
Staff Management and Training
Promote capacity building across the IMPACT Uganda mission to deepen analytical capacities; portfolio depends on level of experience.
Provide day‑to‑day direct and indirect management of the research team within their unit/workstream.
Coordination
Internal Coordination
Interact autonomously with HQ departments and serve as mission focal point for particular themes or technical areas.
Coordinate with research units and teams to improve research cycle aspects.
Support senior management with designing, planning and implementing strategies and objectives.
External Coordination
Lead on external engagement related to analytical research findings as necessary.
The Senior Assessment Officer will maintain strict confidentiality on all data and related processes, preventing unauthorized sharing of information belonging to IMPACT and its partners.
Requirements
3 years of relevant working experience in a humanitarian setting (assessments, monitoring and evaluation, research design and analysis, etc.).
Excellent quantitative and qualitative research data analysis skills.
Good understanding of the aid system and the research community; prior experience with humanitarian coordination forums preferred.
Experience with multi‑sectoral or evaluation assessments is an asset.
Excellent verbal and written communication and drafting skills.
Master’s degree or equivalent in a relevant discipline (e.g., international studies, development, humanitarian response, data science, political science).
Proven knowledge of Microsoft Office Suite; familiarity with R, statistical analysis, GIS or remote‑sensing software is an asset.
Ability to operate in a complex and challenging security environment.
Past experience in the region is desirable.
Fluency in English required; knowledge of Ugandan languages is an asset.
Compensation and Benefits
Salary between 2 580 CHF and 2 640 CHF monthly (before income tax) plus a monthly living allowance of 300 USD. Salaries are determined by IMPACT’s salary grid and adjusted for security and isolation if required.

Enrolment in Swiss private pension fund (Swisslife – approx. 9.975 % of gross salary), health insurance, life insurance and repatriation assistance.
Flight tickets every 6 months and visa fees covered; in‑country travel costs and professional expenses are fully covered.
Contribution to luggage transportation (20‑100 kg depending on contract length) including personal property insurance.
Annual leave of 36 days per year, public holidays observed; family/compassionate leave when applicable.
Health insurance covers up to 1 000 € per year for psychosocial counselling.
