Senior HR Officer Service and Process Specialist
The Bank for International Settlements (BIS) is hiring a Senior HR Officer Service and Process Specialist within the HR Operations team.

This role is based in Basel, Switzerland; however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Relocation support is available for the successful candidate and their dependent family members.
Purpose of the job
Our mission is to support central banks' pursuit of monetary and financial stability through international partnership and to act as a bank for central banks.
As a Senior HR Officer Service and Process Specialist, you will contribute to the Bank’s mission by delivering expert-level business support to end-users and specialized HR stakeholders. Serving as a key escalation point for complex cases, you will provide expert guidance to ensure the effective resolution and the delivery of consistent and high-quality HR services.
You will also act as a representative of the HR Team in cross-functional initiatives, fostering collaboration and alignment with broader organizational objectives.

Principal Accountabilities
HR Service Delivery
* HR employment lifecycle: independently managing HR operational tasks across various stages of the employment lifecycle with accuracy, timeliness, and attention to detail.
* HR-data management: propose relevant data integrity checks on the HR Systems, manage activities to identify and resolve data inaccuracies and inadequacies, put in place preventative measures as necessary and ensure compliance with Data Privacy and Protection guidelines.
* HR-inquiries management: work across teams to provide HR offerings with streamlined workflow processes and other capabilities of ServiceNow:
o Perform end-to-end employee life‑cycle transactions (e.g. onboarding, off‑boarding, staff movements) and support requests raised via Employee Self‑Service and HR Agent Workspace.
o Support Head of HR Operations in service delivery monitoring activities.
o Ensure best practices, governance, and compliance in ServiceNow HRSD configurations and integrations.
o Support the HR administration of ServiceNow features: Surveys, Knowledge, Organizations (users, profiles) and Templates.
HR Processes
* Process Standardization: drive the creation of a standardized process repository for knowledge sharing in HR, following market standards, and standardize conventions, definitions, and best practices. Liaise with individual stakeholders to gather the relevant details, and confirm the correct understanding where interdependencies exist. Foster a culture of continuous improvement and collaboration to enhance process efficiency and organizational learning.
* Process analysis and design: analyse HR processes to identify improvements, redesign workflows using innovative approaches, and conduct workshops to drive efficiency. Continuously enhance internal procedures by exploring more effective ways to deliver HR services.
* Compliance, documentation and knowledge management: document new processes in line with relevant legal and regulatory requirements, and ensure that standard operating procedures, templates, checklists, etc. exist for all processes and are kept up to date.
* Stakeholder collaboration: collaborate with HR and cross‑functional teams at different levels of expertise to gather requirements and feedback, and work with management to align processes with business objectives and to design the most appropriate communication, change and training approach for roll out.
* Reporting and metrics: monitor and measure the effectiveness of implemented improvements, report on progress, and use HR data and analytics to make informed decisions.
* System and technology expertise: utilize digital technology, automation tools/AI, and process digitalization to enhance efficiency.
* System Governance Support: support HR system governance in collaboration with the HR Business Analyst by conducting an analysis of the impact of changes on existing processes.
Qualifications, skills and experience
* Commercial diploma, bachelor’s degree or equivalent job experience in HR.
* Strong operational experience or knowledge in a variety of HR processes and systems, related to employee lifecycle management.
* Solid understanding of HR best practices, basic employment law, data privacy rules, and information security with good understanding of end‑to‑end project lifecycle.
* Proficiency in MS Office and knowledge of cloud‑based and on‑premises HR, payroll and service management applications (such as PeopleSoft, SAP, Workday, SuccessFactors, Oracle, ServiceNow, ADP).
* Strong ability to analyse data, identify root causes of issues, and conduct process mapping and manage improvements.
* Proficient written and oral English skills.
* Business Process certifications would be a plus (such as CBPA, CBPP, CBPL, Lean BPM, Six Sigma belts, etc.).
* Participation in a cloud‑based HR solution implementation would be a plus.
