Background of the team and purpose of the role

The HR Department drives Gavi’s people agenda by building a high-performing, motivated, and engaged workforce. It is structured into four key areas:

· Recruitment – Attracting and retaining critical talent.

· HR Business Partnering – Addressing strategic needs and employee engagement.

· HR Services – Delivering operational support, including payroll, compensation, and HRIS management.

· HR Legal & Policy – Ensuring compliance with regulations and developing HR policies.

HR Services plays a crucial role in ensuring operational excellence, with responsibilities including payroll administration, employee onboarding/offboarding, benefits management, and HR data reporting. Given its importance in managing payroll, an independent review is essential to assess its effectiveness, compliance, and efficiency.

The primary purpose of this role is to conduct a comprehensive review of Gavi’s payroll processes, ensuring they are secure, compliant, and efficient. The consultant will identify risks, inefficiencies, and areas for improvement, ultimately providing actionable recommendations to strengthen payroll integrity and operational effectiveness.

Description of Services:

a. Specific duties and responsibilities of the consultant include:

* Payroll Process Assessment – Conduct a thorough review of payroll operations to evaluate accuracy, efficiency, and compliance.
* Risk Identification & Compliance Review – Identify vulnerabilities, inefficiencies, and areas of non-compliance with regulations and internal policies.
* Control Strengthening – Assess payroll controls and recommend improvements to reduce errors, fraud risks, and inefficiencies.
* System & Policy Evaluation – Review payroll software, policies, and reporting mechanisms to ensure alignment with industry best practices.
* Recommendations & Action Plan – Provide actionable insights and suggestions to improve payroll integrity and internal governance.
* Final Reporting & Presentation – Deliver a comprehensive report outlining findings, risks, and proposed corrective measures, along with a presentation to stakeholders.

b. Main Duties & Responsibilities:

Responsible for conducting an independent review of Gavi’s payroll processes to ensure efficiency, compliance, and security. Specific duties include:

* Reviewing payroll policies, procedures, and internal controls.
* Assessing payroll accuracy, tax compliance, and adherence to regulations.
* Identifying risks, inefficiencies, and areas requiring process improvements.
* Evaluating payroll system capabilities and data integrity.
* Analysing segregation of duties and fraud prevention mechanisms.
* Comparing payroll practices with industry benchmarks and best practices.
* Recommending enhancements to strengthen payroll controls and governance.
* Preparing and presenting a detailed report with findings and recommendations.

Qualifications and work experience required:

a. Qualifications

* - Bachelor’s degree in accounting, Finance, Human Resources, Business Administration, or a related field.
* Professional certifications such as CPA, CIA, CISA, or equivalent are preferred.
* Additional qualifications such as Swiss Certified Public Accountant, Swiss Certified Auditor, or EXPERT Suisse certification would be advantageous.

b. Work Experience

* Proven experience in payroll management, payroll systems, or compliance assessment.
* At least 5 years of experience working in payroll operations, auditing, or internal controls, preferably within an international or large-scale organization.
* Demonstrated experience in conducting independent reviews or audits of payroll and HR processes.
* Experience with payroll software, HRIS systems, and understanding of tax regulations and employee benefits compliance.
* Strong analytical and problem-solving skills, with the ability to identify inefficiencies and risks in payroll processes.
* In-depth knowledge of payroll laws, regulations, and industry best practices.
* Excellent communication skills with the ability to present complex findings clearly and effectively.
* Ability to work independently and deliver high-quality results under tight deadlines.
* Strong attention to detail and ability to maintain a high level of accuracy in work.
* Project management skills, with the ability to manage multiple tasks simultaneously.
* Ability to work collaboratively with cross-functional teams, including HR, Finance, and IT departments.

d. Languages:

Written and spoken fluency in English.

Duration of Assignment: 4 weeks
