Position Goals:

* Assess academic and social/emotional data to determine intervention and placement needs
* Consult with school district staff, students, and parents, on matters relating to the academic and behavioral performance of students
* Assist district administration in making educational decisions based on data and research based programs (assessments, screenings, intervention programs, curriculum)
* Communicate regularly with district school psychologist peers and special education staff to resolve minor problems/conflicts and communicate with supervisors for unresolved concerns
* Keep up to date on current court cases/special education law, as well as, current assessments and best practices
* Keep up to date on current NASP and ASPP standards, policies, and view points
* Support the Director of Special Education and Assistant Director of Special Education on assigned initiatives throughout school district as related to assessment and PDE mandates along with the academic, social, and emotional needs of all students.


Act 93 Performance Responsibilities:

* Contribute to Teacher Evaluations in collaboration with the Director of Special Education, Assistant Director of Special Education, Assistant Director of Behavioral Services, and Building Principals.
* Assist in overseeing district's structure and implementation of Pre Referral, Student Support Teams, and Child Study Team Meetings. Provide necessary training and direction to school based teams to gather the necessary data using district resources and procedures
* Assist with supervision and the development and implementation of Chapter 15 plans throughout the district.
* Work with district Access Coordinator to maximize access reimbursement as related to school psychologist testing.
* When appropriate, attend administrative and principal meetings and keep School Psychologists apprised of initiatives throughout the district including but not limited to MTSS, PBIS, LRE, and etc.
* Work with the Director of Curriculum to keep apprised of professional development opportunities, curricular changes, and resources throughout the district. Disseminate information to School Psychologists and provide professional development or direction as necessary
* Work with the district Gifted Education Supervisor to keep apprised program changes, district screening and evaluation processes, and resources throughout the district. Disseminate information to School Psychologists and provide professional development or direction as necessary.
* Work with the district School Psychologists to participate in, develop, and provide professional development geared toward principals, teachers, and school based team who need assistance/coaching with paperwork, progress monitoring, and interventions.
* Work with the School Psychologists, Principals, and School Based teams to develop and implement research based interventions/programs to meet student needs, consult on behavior with principals, guide teams accordingly.
* Work with District Administration to support and collaborate with the school based mental health provider. Participate in planning meetings and work to collect the necessary data to assess effectiveness of initiative.


Other Performance Responsibilities (while maintaining a reduced caseload in assigned building/s)

* Provides leadership in the evaluation of students referred to the Special Education Department for assessment
o Selects evaluation instruments needed to appropriately address each student referral
o Coordinates the activities of the evaluation team
o Administers appropriate evaluation instruments to address the referral and to comply with Pennsylvania Regulations and Standards for Special Education
o Make appropriate referrals to the Supervisor of Special Education or the Assistant Supervisor of Special Education for further diagnostic evaluation, e.g., to therapist, psychiatrist, neurologists, etc.
o Writes evaluation reports or gifted written reports for student at the completion of the evaluation process, written PDE timelines.
* Interprets the results of the evaluation to the child's parents and appropriate school district staff
* Assist the I.E.P./G.I.E.P. Team in development of the I.E.P./G.I.E.P. on an as-needed basis
* Consults with parents and school regarding the implications of the results of the Multidisciplinary Team Evaluation.
* Assists the Director of Special Education and the Assistant Director of Special Education in interpreting educationally relevant data received from agencies and other school districts for students in their buildings
* Participates in making recommendations for student programming
* Provides for the systematic reevaluation of special education students
* Participates in Child Study Team Meetings and in Student Support Team Meetings on an as-needed basis, as directed by the Director of Special Education or Assistant Director of Special Education
* Maintains student data concerning psychological evaluations and recommendations in a confidential manner.
* Researches and applies current developments in psychological testing and evaluation
* Complete Manifestation Determination Reviews and develop subsequent report
* Consults with the Director of Special Education or Assistant Director of Special Education pertaining to activities such as screening, placement, education, and training of exceptional children.
* Assists professional staff to provide appropriate modifications for exceptional students.
* Consults with other staff members about individuals with learning or adjustment problems; provides relevant information and help develop appropriate remedial procedures.
* May assist teachers in developing a Functional Behavioral Assessment Positive Behavior Support Plan.
* Provides short-term crisis intervention counseling to the individual child, on an as-needed basis.
* Assures the maintenance of an ethical approach in psychological activities in the schools, protecting the rights of individuals involved, to the adherence to N.A.S.P. ethical standards.
* Assists with in-service training of school personnel on issues related to psychological services.
* Establish a working relationship with the various agencies and offices within the community that offer special help to pupils and their parents.
* Participates in and contributes to assigned district level meetings.
* Develops or assists in development of interpretive and informational materials, handbooks, manuals, etc., regarding psychological services and related pupil needs.
* Consults with the administrative staff concerning matters relating to the delivery of psychological services.
* Serves as the district representative at professional meetings on state and local levels in the areas related to psychological services, upon the request of the Director of Special Education or Assistant Director of Special Education.
* Participates in professional conferences, conventions, and workshops so as to keep abreast of professional changes and developments, when appropriate.
* Assumes other related duties as assigned by his/her supervisor.


Minimum Qualifications:

* Master's Degree and demonstrated knowledge of human growth and development, learning theory, and characteristics of students qualified for special education services
* Current PA School Psychologist Certification from an Accredited College/University
* Knowledge and understanding of special education rules and regulations
* Knowledge and expertise in the area of testing administration/interpretation, data analysis, screening tools, expertise in program analysis, expertise in linking assessment results and data to research based programs, instruction, and intervention
* Ability to communicate effectively with all types of people
* A demonstrated commitment to serving the instructional needs of all students
* Extensive experience in a school setting preferred but not required
