Country Overview
IMPACT Ukraine has been active since 2015 and, after the 2022 conflict escalation, expanded operations across the country. The Ukraine portfolio is structured around four strategic objectives:
Providing timely and relevant data and analysis to inform decision‑making in response to emerging information needs.
Ensuring systematic and independent tracking of humanitarian needs and vulnerabilities to inform effective prioritization, accountability to affected populations, and coordination.
Making information and analysis available to support sustainable and community‑focused planning, policy, and programming in response to longer‑term challenges associated with the conflict.
Strengthening the capacity of civil society and authorities to use data to collaborate and respond sustainably to current and future needs.
Responsibilities
Strategic Leadership
Lead the Ukraine team to develop and execute an updated Country Strategy, translating complex objectives into manageable portfolios across teams.
Identify new and emerging strategic opportunities and consolidate ongoing initiatives to maximize IMPACT’s relevance and effectiveness.
Programme & Project Management
Structure and delegate to enable robust humanitarian research and needs analysis across multi‑sectoral themes (cash, markets, emergencies, displacement, localisation, disaster risk reduction).
Oversee and guide project teams to ensure timely, compliant, and results‑driven implementation.
Fundraising & Donor Engagement
Identify and secure funding opportunities aligned with the Country Strategy and in coordination with HQ.
Lead proposal development ensuring alignment with strategic objectives and program priorities.
Develop and maintain strong donor relationships, fostering ongoing exchange of evidence and ideas.
Finance & Budget Oversight
Ensure rigorous financial management of projects, accurate budgeting, forecasting, and timely financial reporting to HQ.
Proactively identify and mitigate financial risks to optimise resource use.
Operations
Maintain operational structures facilitating program implementation, including HR, finance, and logistics.
Support the implementation of security measures and contingency plans to ensure staff safety and duty of care.
Human Resources & Team Leadership
Lead the IMPACT Ukraine team of 65+ staff, fostering professional development and performance excellence.
Serve as the direct line manager for two Deputy Country Representatives overseeing strategy and operations.
Coordinate transparent recruitment and career management processes with IMPACT HQ.
Representation & Coordination
Establish and maintain relationships across the sector to represent IMPACT’s strategic interests.
Contribute to key humanitarian forums, enhancing visibility and impact.
Coordinate closely with Acted, IMPACT’s operational partner in Ukraine.
Qualifications
Academic: Master’s degree in International Relations, Political Science, Social Research, Development Studies, or a similar discipline.
Experience: Senior management role in an INGO at field level with a proven track record in humanitarian contexts.
Knowledge: Familiarity with the aid system and research community.
Communication: Excellent drafting and presentation skills for high‑level briefings.
Experience: Minimum 5 years of relevant work experience.
Research: Experience in assessments, M&E, field research, and evaluations.
Adaptability: Ability to multitask with tight deadlines in a complex environment.
Independence: Self‑starter capable of working independently.
Cross‑cultural: Ability to operate in a cross‑cultural environment.
Language: Fluency in English required.
Security: Ability to operate in a challenging security environment.
Compensation and Benefits
Salary: CHF 5,760 – 5,880 per month (before income tax) with a monthly living allowance of USD 500.
Accommodation: Guesthouse or monthly living allowance for private accommodation; post is un‑accompanied.
Annual Leave: 36 days per year plus public holidays.
Pension: Enrollment in Swiss private pension fund (Swisslife).
Insurance: Health, life, and repatriation assistance, including up to €1,000 per year for psychosocial counseling.
Travel: Flight tickets every 6 months and visa fees covered.
Relocation: Luggage allowance of 20–100 kg, plus insurance for personal property.
Induction: Three days at IMPACT HQ in Geneva, one week pre‑departure training in Paris, and a four‑day in‑situ security training.
Learning: Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months.
Contract and Application Details
Contract Duration: 24 months.
Start Date: 13 January 2026.
