Introduction
The position is located in the Bureau for Employers’ Activities (ACT / EMP). ACT / EMP manages the relationship between the ILO and Employer and Business Membership Organizations (EBMOs), promoting mutual understanding and collaboration. The team includes Senior Relations and Senior Technical Specialists in Geneva and a network of Senior Employer Specialists across regions. The role involves managing development cooperation programs for Latin America, supervising Senior Employer Specialists, and serving as the ACT / EMP focal point on policy issues, engaging with ILO officials, employer groups, and the Secretariat of the Employers' Group.
The incumbent reports directly to the Director of the Bureau for Employers’ Activities.
Specific duties
1. Plan, organize, coordinate, and monitor the work of the ACT / EMP policy team, setting priorities and ensuring objectives and deadlines are met.
2. Advise senior ILO officials on matters concerning the Employers’ Group and represent ACT / EMP at official meetings and conferences.
3. Ensure that the current policy priorities of EBMOs are reflected in relevant documents and proposals.
4. Provide technical support during meetings and liaise with the Secretariat of the Employers’ Group.
5. As Desk officer for Latin America, offer policy and technical advice, oversee work plans, coordinate reports, and manage development cooperation activities, including missions and stakeholder engagement.
6. Perform other relevant duties as assigned.
Generic duties
1. Manage relations work within a unit, setting priorities, scheduling, and supervising staff performance.
2. Advise senior officials, represent the organization, and develop policies for relations with organizations.
3. Coordinate meetings, review reports, and prepare policy documents.
4. Undertake missions to Member States to foster relations and provide advice on policies and activities.
5. Recommend actions on personnel, budget, procedures, and operations.
6. Conceptualize and manage development cooperation projects, including negotiations, implementation, and reporting.
7. Guide and oversee work of senior specialists and external consultants, including planning, reporting, and missions.
Required qualifications
Education
Advanced university degree in economics, labour law, public administration, industrial relations, political science, or related fields. A first-level degree plus two additional years of relevant experience may substitute for an advanced degree.
Experience
Minimum of ten years of professional experience at the international level in labour policy analysis, employer relations, or related fields. Senior-level experience and regional expertise in Latin America are required.
Languages
Excellent command of Spanish and a working knowledge of another ILO official language (English or French).
Additional skills include deep knowledge of ILO policies and programmes, political insight, sound judgment, advocacy skills, managerial ability, effective communication, discretion, and leadership in a multicultural environment, along with computer proficiency.
